Anna Breinich, AICP

AICP President

Anna Breinich has more than 27 years of county, municipal, and private sector planning experience. In addition to her current position, she is an adjunct associate professor and Harrisburg Program Coordinator at Temple University Ambler for the master's degree in Community and Regional Planning Program. She is an active association member and has held numerous national, state, and local positions. Breinich received a bachelor's degree in Sociology and certificate in Social Work from Elizabethtown College, and a Master of Urban and Regional Planning degree from Pennsylvania State University. She currently serves on the Middle Paxton Township Planning Commission, Dauphin County.

Lee Brown, FAICP

President-Elect of AICP

Lee Brown has more than 30 years of experience working for municipalities in Illinois, Minnesota, and Wisconsin. He is president of Teska Associates, Inc., a consulting firm that provides urban planning and landscape architecture services throughout the Midwest. He is a certified planner and a Fellow of the American Institute of Certified Planners, the highest honor that can bestowed upon an American planner. Active within the organization for more than 30 years, Brown currently is a member of the Community Assistance Program Committee and serves as a Planning Accreditation Board site visitor that reviews university planning programs. He previously volunteered for several Planning Assistance Teams, served as the APA Illinois Chapter president, and helped establish the Planning Officials Development Officers program.

Deborah Lawlor, FAICP

Commissioner elected from Region I

Debbie Lawlor has more than 29 years of planning experience. She has been the chief of sustainability and economic growth, chief planner, and supervisor of land use planning at the New Jersey Meadowlands Commission. She also worked in the private sector at Edwards and Kelcey, Inc., and PQA Engineering. She has been active in APA's New Jersey Chapter and the APA Regional and Intergovernmental Planning Division. She received the chapter's Distinguished Service Award in 2009. She has participated in the New Jersey Governor's Smart Growth Task Force and Rutgers University Center for Green Building Advisory board. She has has a BS in environmental planning and design and an MA in geography, both from Rutgers.

Glenn E. Larson, AICP

Commissioner elected from Region II

Glenn Larson has more than 34 years of comprehensive planning and management experience in a variety of communities in Virginia and South Carolina. He has been the Chief/Assistant Director of Planning in Chesterfield County, Virginia since 1991. He is a Charter Member of AICP, and has 23 years service on the APA Virginia Chapter Board of Directors, including President, Vice President, Treasurer and Awards Committee Chair. He earned a Master of City and Regional Planning, The Ohio State University and a BA at Miami University.

Valerie Hubbard, FAICP

Commissioner elected from Region III

Valerie Hubbard is Director of Planning Services for Akerman Senterfitt, Attorneys at Law. Prior to her current position, Hubbard was Director of the Community Planning Division for the Florida Department of Community Affairs. Hubbard was president of the APA Florida Chapter, vice president for professional development and the APA Florida Orlando Metro Section president. In her community, Hubbard serves on the Professional Advisory Committee for the University of Florida's Urban and Regional Planning Department and is a member of the Sunrise Rotary Club in Tallahassee. Hubbard has a master's degree in Urban and Regional Planning from the University of Florida.

Cynthia L. Hoyle, FAICP

Commissioner elected from Region IV

Cynthia Hoyle is a Partner in the Orion Planning Group, and has more than 30 years of planning experience in private and public sector working in small and large communities, urban and rural. She has served on a number of national APA committees and task forces, chaired the Private Practice Division, and is a past president of APA Oklahoma Chapter. She is active in her community, and recently has served on the University of Illinois Sustainability Operations Task Force, and on the Illinois Safe Routes to School State Network, Steering Committee. She earned a Master of Regional and City Planning degree at the University of Oklahoma.

Phil Farrington, AICP

Commissioner elected from Region V

Phil Farrington is Director of Land Use Planning and Development for PeaceHealth Oregon Region. PeaceHealth is a not-for-profit health care association serving the Pacific Northwest. Previously he was Planning Manager for Satre Associates, P.C.; Parks Planner for the Willamalane Park & Recreation District in Springfield, Oregon; and Water Resources Planner for the Edwards (Texas) Underground Water District. Farrington holds a B.S. in Geography and an M.S. in Community and Regional Planning from the University of Texas at Austin.

Lance Schulte, AICP

Commissioner elected from Region VI

Lance Schulte has 19 years of experience as a planner in both the public and private sectors in positions ranging from assistant planner to economic development administrator. In the public realm, he has worked as a city, special district, and university planner. He is the APA California Chapter's Acting Vice President for Public Information and has held leadership positions in the California chapter's San Diego Section. Schulte holds a bachelor's degree from San Diego State University and master's degrees from both San Diego State and the University of Hawaii.
