More Instructors: Lisa A. Bail LISA A. BAIL is a partner in the law firm of Goodsill Anderson Quinn & Stifel LLP, where she
concentrates her practice in environmental law, land use and commercial litigation. She is a frequent
speaker at environmental law seminars and is a contributing writer of the Hawaii Environmental Law
Handbook (published by Government Institutes, 3rd Edition, 2000) and several other publications in the
field of environmental law. Ms. Bail is the former chair of the Natural Resources Section of the Hawaii
State Bar Association and is an appointed lawyer representative to the Ninth Circuit Judicial Conference,
2005 to 2008. She earned her B.A. degree, magna cum laude, and her J.D. degree, cum laude, from
Boston University. A. Bernard Bays A. BERNARD BAYS is a founding partner in the Honolulu law firm of Bays Lung Rose & Holma,
where he concentrates on real estate law and litigation, land use law and litigation, real estate
development law, commercial and business litigation including antitrust claims, condemnation, and
partnership and shareholder disputes. Because of the stringent experience and testing requirements, Mr.
Bays is one of only a handful of attorneys in Hawaii who is board certified in civil trial advocacy by the
National Board of Legal Certification and Certified as a Specialist in Civil Trial Advocacy by the Hawaii
Supreme Court. He has repeatedly been selected as one of the Best Attorneys in Hawaii by Honolulu
magazine. His experience encompasses a broad range of business and real estate cases. Mr. Bays has
represented clients in landmark cases before the Hawaii Intermediate Court of Appeals, the Hawaii
Supreme Court and the Supreme Court of the United States. He is a licensed real estate broker and is a
frequent speaker at seminars on litigation skills, real estate law and professional liability. Mr. Bays also
has written numerous articles on real estate law and litigation. Mr. Bays earned his B.A. degree in
economics from the University of Southern California and his J.D. degree from Stanford Law School,
where he was selected to the Law Review. Naomi U. Kuwaye NAOMI U. KUWAYE is council to Ashford & Wriston, LLLP, practicing in the areas of land use, real
estate development, environmental and natural resources law, telecommunications law and administrative
law. Her practice includes environmental litigation and regulatory compliance with federal and state laws
and regulations. Ms. Kuwaye has represented clients before various county governments, the Land Use
Commission and the Department of Land and Natural Resources on various entitlement issues and also
has served as special council to the Department of Land and Natural Resources on environmental matters.
She earned her B.A. degree from the University of Hawaii at Manoa and her J.D. degree and certificate in
Environmental and Natural Resources Law from the Northwestern School of Law at Lewis and Clark
College. Ms. Kuwaye is admitted to practice in Hawaii, Oregon and Washington (inactive status). She is a
member of the American Bar Association, The Hawaii State Bar Association, the Oregon State Bar,
Washington State Bar Association (inactive status), and the Hawaii Women's Lawyers Association. Ms.
Kuwaye has served as past chair, vice chair and program chair for the Natural Resources Section of the
Hawaii State Bar Association. She has been an invited guest speaker on issues involving land use and
environmental compliance matters. Ms. Kuwaye also has authored a number of articles on the state of
Hawaii's land use process, as well as various environmental compliance issues. Bruce D. Voss BRUCE D. VOSS is a partner with Bays Lung Rose & Holma. His practice emphasizes real estate
litigation, complex business disputes, and employment law and litigation. He also has successfully
handled major construction litigation, environmental contamination matters, insurance litigation, and
media law cases. Mr. Voss has published an article in Pacific Business News. He has worked as a
business newspaper reporter and a television news reporter in Hawaii and remains active in the media
community, counseling Hawaii news organizations on compliance issues and defending libel claims. Mr.
Voss also provides pro bono legal services to Hawaii's public television station, PBS Hawaii, for its
ground breaking Hiki No Student News Network. He earned his B.A. degree from Pacific Lutheran
University and his J.D. degree, summa cum laude, from the Richardson School of Law at the University
