Instead of drawing our jurisdictions according to natural watersheds, as suggested by the great western explorer John Wesley Powell, many of our political boundaries follow just the opposite. Political lines that follow rivers or lakes force resource sharing and collaboration for long term success. Integrated water resources management is the governance process that outlines successful sharing and managing of hydrologic resources that engages all stakeholders and uses, even those that compete. Essentially, borders are removed from the map so planning can be done at the watershed scale. IWRM can be applied in times of scarcity and overabundance and has had much success in international settings. This live audio conference will cover the principles of IWRM, domestic applications with emphasis on integrated water planning at the municipal scale in the storm water context, and international applications in transboundary river basins where riparian countries collaborate to share a scarce resource.
