TRB Webinar: Performance Measures for Public InvolvementTransportation Research BoardWashington, DC TRB will conduct a webinar on October 16, 2012, from 2:00 p.m.-3:30 p.m. ET that will describe public involvement performance measurements and metrics, and highlight a software tool that may be helpful to capture public sentiment about their involvement. Participants must register in advance of the webinar, and there is a fee for non-TRB Sponsor employees. A certificate for 1.5 Professional Development Hours (PDH) will be provided to attendees who register and attend the webinar as an individual. This webinar is pending approval for 1.5 Certification Maintenance Credits from the American Institute of Certified Planners.
Measuring the effectiveness of public involvement is a constant challenge to professionals charged with public involvement activities. Public involvement performance measures have the potential to capture qualitative outcomes, such as whether people feel they have had adequate opportunities to participate in a public outreach process they understand information received, they felt their input was considered, and much more.
This webinar will describe various public involvement performance measurements and metrics. Presenters will also demonstrate a software tool currently being tested and used by the Florida Department of Transportation to capture public sentiment about their involvement. These performance measures and the software tool may be models for others to consider or emulate.
This webinar has been organized by the TRB Standing Committee on Public Involvement.

Professional Development Hour information:
A certificate for 1.5 Professional Development Hour (PDH) will be provided to Professional Engineers (PEs) who register and attend the webinar as an individual. For groups, only the person that registers and attends the session will receive a PDH certificate.
Individuals registered as Florida PEs are required to email Lisa Marflak, LMarflak@nas.edu, with their license number.

More Instructors: Rusty Ennemoser Rusty Ennemoser is the Community Resources and Public Involvement Coordinator for the Florida Department of Transportation. She is responsible for assisting FDOT districts and Metropolitan Planning Organizations in ensuring that social and cultural effects and community issues are fully considered during planning, design, construction, maintenance and operation of Florida’s transportation system.
Rusty has a Bachelor of Science degree in Journalism from Florida International University in Miami and a Master of Science degree in Multilingual/Multicultural Education from the College of Education at Florida State University. She is a doctoral candidate in the Florida State University College of Education, Sociocultural and International Development Education Studies program. Her research focus is adult immigrant education and language proficiency.
Prior to her current position, she was a public information officer at Florida DOT. She also worked for the Florida Department of State’s Division of Historical Resources where she was the founding editor of Florida Heritage magazine and served as its editor for seven years. Rusty also was a public information officer for Baptist Hospital of Miami for seven years, after which she was a communications consultant in Coral Gables.
Jeff Kramer AICP JEFF KRAMER, AICP, Senior Research Associate, Planning and Corridor Management, has a primary research focus on public involvement and MPO policy, planning and processes and includes such varied subjects as MPO structure and form, regional transportation planning coordination, and public involvement performance measures. Mr. Kramer holds a Master's degree in City Planning from the Georgia Institute of Technology and a Bachelor's degree in Government from Cornell University. Mr. Kramer has 20 years of transportation planning experience in both the private and public sectors. He is a member of the Transportation Research Board (TRB) Committee on Metropolitan Policy, Planning and Processes (ADA20) and a 2006 Charley V. Wootan Award winner for a paper of outstanding merit in the field of policy and organization presented at the TRB Annual Meeting. He is also a member of the AMPO Technical Committee, the American Institute of Certified Planners and the Institute of Transportation Engineers. Call 813-974-1397. Domenico Pontoriero DOMENICK PONTORIERO Graduate Research Assistant. Domenico Pontoriero is a graduate research assistant with the Center for Urban Transportation Research at the University of South Florida in Tampa. His undergraduate work in International Business and Management Information Systems and current graduate studies in Human Geography led him to work on the Public Involvement Performance Measurement. His primary current project is leading the development, testing, and revisions of a software package that will allow end users to track public involvement efforts of major projects. Along with public involvement, his areas of interest include urban design, social/environmental justice, transportation systems, and public transportation. As his Master’s program comes to a close, Domenick is working on a thesis that explores the connection between available transit infrastructure and a recent shift in urban populations.
