Rethinking Parking Requirements

Utilizing development codes, planners have a unique opportunity to shape the built form of a community. While all parts of the development code contribute to the design of a community, parking requirements create a significant impact. With the recent decrease in development, the jurisdictions took the opportunity to reassess and modify their development codes and policies, such as parking requirements, thereby reasserting community leadership and creating a more walkable, sustainable community.

Much of the current and past development in Southern Nevada conforms to the paradigm that abundant free parking should be available at every destination, and in particular, major retailers typically provide more parking than the entities require. Unfortunately, excessive on-site parking creates many detrimental impacts to the community. For example, excessive parking creates negative financial impacts, negative environmental impacts, and it does not foster a compact, walkable, and transit-oriented community. In this presentation, local government employees from Clark County, City of Las Vegas, City of North Las Vegas, and the City of Henderson will discuss efforts at their respective jurisdictions to reexamine parking requirements and to help modify those standards to create a built form that better reflects the goals of each jurisdiction’s master plan.
