Rethinking Parking Requirements APA Nevada ChapterLas Vegas, NV Utilizing development codes, planners have a unique opportunity to shape the built form of a community. While all parts of the development code contribute to the design of a community, parking requirements create a significant impact. With the recent decrease in development, the jurisdictions took the opportunity to reassess and modify their development codes and policies, such as parking requirements, thereby reasserting community leadership and creating a more walkable, sustainable community.
Much of the current and past development in Southern Nevada conforms to the paradigm that abundant free parking should be available at every destination, and in particular, major retailers typically provide more parking than the entities require. Unfortunately, excessive on-site parking creates many detrimental impacts to the community. For example, excessive parking creates negative financial impacts, negative environmental impacts, and it does not foster a compact, walkable, and transit-oriented community. In this presentation, local government employees from Clark County, City of Las Vegas, City of North Las Vegas, and the City of Henderson will discuss efforts at their respective jurisdictions to reexamine parking requirements and to help modify those standards to create a built form that better reflects the goals of each jurisdiction’s master plan.
More Instructors: Shane Ammerman Shane Ammerman graduated from Arizona State University with a BS in Urban Planning Design. He has been with the Clark County Comprehensive Planning Department since 1991 starting as a Zoning Specialist, and he currently holds the position as Assistant Planning Manager for the Advanced Planning Division and the Office of Sustainability. Jared Tasko AICP Working for the Clark County Department of Comprehensive Planning since 2006, Jared Tasko has participated in all facets of current planning duties. His job responsibilities include development application review for zoning compliance, writing staff reports, providing customer service, and facilitating public meetings. Jared's educational qualifications include a Bachelor's degree in Architecture with a Minor in Business Administration from the University of Nevada, Las Vegas (UNLV), a Master's degree in Public Administration from UNLV, certification with the American Institute of Certified Planners, and LEED Green Associate certification with the United States Green Building Council. Michael Howe AICP Michael Howe, AICP, LEED-GA is as a planner with the City of Las Vegas, where he has worked in both the Long Range and Current Planning Divisions for the past eight years. The focus of his work has been on the research and design of healthy, vibrant, and interactive communities. He holds an undergraduate degree in Political Science and a Master of Architecture, both from the University of Nevada – Las Vegas. He is also a member of the American Institute of Certified Planners and is accredited as a LEED Green Associate with the United States Green Building Council. Mike enjoys camping with his family, cycling in all forms, and walking his dogs. Brandy Stanley Brandy Stanley serves as the parking services manager for the city of Las Vegas. In this role, she oversees all aspects of the city’s parking system including the operation of parking meters, enforcement, collections, off-street facility management and contract negotiations. She is also responsible for technology evaluation and implementation, supporting new development with parking expertise, facilitating parking for special events, recommending policy and setting the direction and mission for how the parking system can best support the city’s economic development goals.
Stanley has been with the city of Las Vegas since June 2011, and has gained extensive experience in the parking industry across the country during her 20-year career, which includes holding parking manager positions with several major U.S. cities. Stanley earned a Bachelor’s Degree in Business Administration from the University of Washington and an MBA from the University of Texas. She is a member of the International Parking Institute and serves on the organization’s Technology Committee.
Robert Eastman AICP Robert Eastman, AICP, is a principal planner with the City of North Las Vegas Community Services and Development Department. He has over 16 years of experience in the public sector. Mr. Eastman holds a B.S. from Oklahoma State University and an M.A. from Kansas State University. His experience includes work as Director of Community Development for El Reno, Oklahoma; Senior Planner for the Southeast Alabama Regional Planning and Development Commission; and Planner for Manhattan, Kansas. In his present position, Mr. Eastman is the current planning customer service supervisor for all front counter operations and is responsible for updates to the development code. Recently he was the project manager responsible for developing a new Zoning Ordinance for the city which incorporated new development trends including green building practices. Scott Majewski AICP Scott has been a professional planner with the City of Henderson since 1997. He is a member of the American Planning Association and American Institute of Certified Planners. During this time, he has worked with numerous developers and businesses to locate and build in the city. Scott was a key member with the 2010 City of Henderson Development Code update. Scott holds a Bachelor’s Degree in Environmental Planning and Policy from University of Wisconsin-Green Bay and a Master’s of Urban Planning from the University of Wisconsin-Milwaukee, School of Architecture and Urban Planning.
