Agency heads with billions to make your plans reality! Can you afford to miss this? APA Nevada ChapterLas Vegas, NV This panel includes the leaders of Nevada’s Metropolitan Planning Organizations (MPOs) to explain the concept of the MPO and how it can help all planners to improve plans, from community and economic through transportation. The three participants are the top leaders of their respective MPOs, with national reputations for effective leadership. All bring planning backgrounds to the top positions of their agencies and all have extensive experience in Nevada.
This session will briefly cover the creation of MPOs through 1962 federal transportation legislation. What roles were they originally designed to play? MPOs’ mandated tasks have changed considerably over the last 50 years. This session will bring into focus the current state of play in MPOs and consider recent initiatives to connect land use and transportation. The three speakers cover the largest and smallest of Nevada’s four MPOs to provide insights into the current cooperative role between transportation and land use planners at all governmental levels, national, state, and local.
The panelists will review their agencies’ initiatives created through this cooperative relationship and detail their future vision for MPOs in Nevada. This session will provide insights to allow attendees to further their plans for more effective planning leadership.
More Instructors: Bruce Turner AICP Bruce Turner, AICP, has 35 years of planning experience, practicing in land use and transportation in Oklahoma, Wisconsin, and Nevada. He retired as Director of Planning Services with the Regional Transportation Commission of Southern Nevada in June, 2010. For the past two years, he has been researching and writing on social equity issues. He is a PhD candidate in Sociology at UNLV, where his dissertation examines legislation and regulation of social equity issues related to planning programs and capital projects. He was one of the team that started the Las Vegas public transit system, the largest and fastest-growing startup transit system since World War II. He holds a Master of Science in Community and Regional Planning (MSCRP) from the University of Texas at Austin, a Master of Public Administration (MPA) from UNLV, and a Postgraduate Diploma in Geography from the University of Edinburgh, Scotland (Dip Geog Edin). Lee Gibson AICP Lee Gardner Gibson, AICP, Executive Officer of the Regional Transportation Commission of Washoe County (RTC), is the Metropolitan Planning Organization, public transit operator and street and highway agency. Mr. Gibson is making the RTC a leader in sustainability and transportation. The RTC adopted a Sustainability Policy, achieved LEED certification for two transit centers, and obtained recognition for the development of Complete Streets and sustainable highway design throughout the Truckee Meadows. Prior to joining the RTC, Mr. Gibson was a Vice President and Senior Professional Associate with Parsons Brinckerhoff. Lee also worked at the RTC of Southern Nevada from 1989 through 2002 as the Planning Manager for the metropolitan planning organization function and then as Assistant General Manager for Transit where he led the initial development of the Bus Rapid Transit program. He holds a bachelor’s degree in Political Science from Texas Tech University and a master’s in planning from the University of New Orleans. Tina Quigley Tina Quigley, General Manager, Regional Transportation Commission of Southern Nevada, oversees one of the few agencies in the country that is responsible for street and highway planning and funding, freeway and arterial traffic management and public transportation. Under her leadership, the National Transit Database named the RTC one of the most efficient transit providers in the nation carrying nearly 60 million passengers, operating more than 400 transit vehicles and servicing more than 30 transit routes. Tina holds a Bachelor of Science degree in Aviation Business and Planning from Embry Riddle Aeronautical University. She has a private pilot license and is a member of the American Public Transit Association. Patrick Pittenger AICP Patrick Pittenger, AICP, PTP, Transportation Manager of Carson City, has diverse experience in the transportation field rooted in transportation planning, specializing in transportation planning and administration of the Carson City Transit system. Previously he held positions as Senior Transportation Planner for the City of Mesa, Arizona; Senior Planner Southeastern Wisconsin Regional Planning Commission. He received an MS in Transportation Planning from Iowa State University and a BA in Geography and History from the University of Wisconsin-Milwaukee. (9 Ratings)
