Fall CEQA BasicsAssociation of Environmental ProfessionalsSan Diego, CA The Association of Environmental Professionals (AEP) proudly announces its 2012 Fall CEQA Basics Workshops throughout the state. This full-day workshop will provide a basic understanding of the fundamentals of the California Environmental Quality Act and the State Guidelines. The program features a curriculum developed specifically for people involved in the environmental review process, including consultants, regulators, applicants, or industry professionals, and will benefit those new to the field as well as practicing professionals (AICP-CM credits pending).
Topics will include:
• Understanding the Rules – The Statute and Guidelines • Determining the Appropriate Document – Exemptions, Negative Declarations, EIRs • Responsibilities – Lead, Responsible,Trustee agencies and the role of the Consultant • Adequacy of analysis and mitigation • Findings • Notices • Legal challenges and defensibility

Mindy Fogg, Moderator
Mindy is a Land Use/Environmental Planner and Biologist at the County of San Diego. She received a bachelor’s degree in biology from UC San Diego in 1999. Soon after, she began working on regulatory permits at the County’s Department of Planning and Development Services. Her work has involved the preparation of CEQA documents for both private and public projects as well as ensuring project compliance with the Multiple Species Conservation Program (MSCP). Most recently she completed work on the County’s General Plan Update and its Programmatic Environmental Impact Report (EIR). She is currently working on the draft EIR for the County’s proposed Wind Energy Ordinance and the Supplemental EIR for the remapping of the Forest Conservation Initiative. Ms. Fogg is also the Vice President of Membership for the AEP San Diego Chapter.
Suzanne Varco Suzanne R. Varco
Suzanne is the managing partner of Opper & Varco LLP. She has a private law practice concentrating in areas of Brownfields’ redevelopment, real estate transactions involving contaminated sites, hazardous waste clean-up and compliance, CEQA litigation, and environmental review and litigation. Ms. Varco has extensive experience working with local, state and federal regulatory agencies. Her firm caters to the need of large and small business entities, individuals, and governmental agencies. Ms. Varco is a member of the State Bar of California, Environmental Law Section; the San Diego County Bar Association, Environmental and Land Use Law section; is past president of the San Diego Environmental Professionals; and is the past chair of the County of San Diego Department of Environmental Health Site Assessment and Mitigation Steering Committee. Ms. Varco received a B.A. degree with majors in English and economics from Whitman College and a J.D. degree from the University of San Diego School of Law.
Alyssa Muto Alyssa Muto
Alyssa has over 12 years of experience in environmental and land use planning in both the public and private sectors. Alyssa received her master’s in Public Administration with an emphasis in City Planning from San Diego State and interned at SANDAG during her graduate program. She began her professional career in the Private sector, where she worked for 5 years, before taking a position with the County of San Diego in the Department of Planning and Land Use. As Planning Manager at the County Ms. Muto oversaw staff Project Managers responsible for processing land development permits and associated environmental documents. She also managed the Wireless Permit Processing and Ordinance update. Two years ago Alyssa went back to the private sector and within the last four months joined RECON Environmental, Inc as a Senior Project Manager with their Public Agency team. Her work focuses on providing environmental and land use consulting services to public agencies, as well as private developers, and participating in the agency team marketing efforts. She brings a unique perspective to the CEQA Basics workshop through her experience as both a preparer and reviewer of environmental documentation. Ms. Muto previously served as the San Diego Chapter Director.
