Conditional Zoning Training
APA North Carolina ChapterDallas, NC
The session will give participants an overview of how conditional zoning is practiced in North Carolina. This will be achieved by going over the legal basis of conditional zoning, how a local government puts it in place and how it is used as a rezoning tool. Participants will then be given an opportunity to review an actual conditional zoning case and determine whether the process used for that case was in concert with all local and State rules and regulations.

- How conditional zoning differs from other rezoning techniques
- The pro’s and con’s of using conditional zoning
- What local governments need/should have in their code to properly use conditional zoning
- Review of an actual conditional zoning case to determine if the case was in keeping with all applicable local and State conditional zoning regulations
Instructors:
Bill Duston AICP
Bill Duston serves as Chief Planner with N•Focus Planning & Design. He began work there in March 2012. He previously had worked at Centralina COG of Charlotte, NC between 1984-2012 and served as CCOG’s Planning Director for the past 20 years. He retired from CCOG in January 2012.
While at Centralina, he wrote land use regulations and plan for a variety of local governments, both large and small, throughout the greater Charlotte region. Bill is an expert on North Carolina planning law and regularly gives training sessions at NCAPA and NCAZO functions as well as to local governments throughout North Carolina. He is a former NCAPA President and Vice-President of Chapter Development.
Bill received his Bachelor’s Degree in Geography from Florida State University and his Master’s Degree in Urban Planning from the University of Iowa.
