TRB Webinar: Airport Governance and OwnershipTransportation Research BoardWashington, DC Free event This TRB webinar will feature research conducted by TRB’s Airport Cooperative Research Program (ACRP) on approaches to airport privatization, airport ownership and governance, and state-specific airport legislation to help airports operate in an efficient, competitive, and financially viable way.
There is no fee to register for this webinar, participants must register in advance, and 1.5 Continuing Education Units (CEUs) are available for Accredited Airport Executives (A.A.E.) who attend this webinar.
Sheri Ernico, LeighFisher, will discuss how airport practitioners can apply the findings in ACRP Report 66: Considering and Evaluating Airport Privatization to their home airport. She will share ideas for how airport operators, policy makers, and others can analyze the potential advantages and disadvantages of implementing various approaches to airport privatization.
Daniel Reimer of Kaplan Kirsch & Rockwell LLP will share results from Legal Research Digest 7: Airport Governance and Ownership on the issue of airport ownership and governance. Daniel will explore determinants of airport ownership and governance; advantages and disadvantages of various airport governance structures ; and case studies of airports transferred from one form of governance to another.
Jodi Howick of Durham, Jones & Pinegar will share the results from Legal Research Digest 15: Compilation of State Airport Authorizing Legislation. She will explore state-specific airport legislation, including laws establishing, developing, operating, expanding, and funding airports. The compilation focuses on legislation expressly applicable to public airports rather than legislation applicable to local governments.
Webinar Learning Objectives: Audience members will learn strategies for considering and analyzing the potential advantages and disadvantages for implementing various approaches to airport privatization. They will learn legal concepts related to airport governance and ownership and gain an understanding of how state legislation can affect airport operators and ownership options.

More Instructors: Sheri Enrico Sheri Ernico has 30 years of experience in airport financial and economic analysis, including strategic financial planning, capital program development, financial feasibility studies for more than $6 billion in airport revenue bonds, rates and charges analyses, passenger facility charge and grant programs, and privatization assessments. Sheri previously held the position of Finance Director for San Francisco International Airport.
Airport Revenue Bond Feasibility Studies. Sheri has managed financial feasibility studies in support of the issuance of $6 billion in airport revenue bonds, including bonds sold to finance improvements at the airports serving Boston, Burbank, Charleston (South Carolina), Cleveland, Denver, El Paso, Fresno, New York (John F. Kennedy), Orlando, Pittsburgh, Raleigh-Durham, Richmond, Sacramento, and Tucson. She was extensively involved in developing new bond resolutions and amendments to existing resolutions, as well as coordinating the preparation of other financing documents. She provided strategic financial guidance on the $1.27 billion Terminal Modernization Program at Sacramento International Airport, the $800 million midfield terminal complex at Pittsburgh International Airport, an $800 million capital improvement program at Cleveland Hopkins International Airport, and major terminal expansion programs at Boston-Logan International, Raleigh-Durham International, and John Wayne airports. She also directed the CFC standalone bond issue for Orlando International Airport, in addition to numerous PFC-backed bond feasibility studies. She currently is assisting the Broward County Aviation Department with its plans to finance the $800 million South Runway Expansion Program for Fort Lauderdale/Hollywood International Airport.
Airline Use and Lease Negotiations. On behalf of her airport clients, Sheri has managed more than 20 airline negotiations, for the airports serving Appleton (Wisconsin), Boston, Cedar Rapids, Charleston (South Carolina), Cleveland, Denver, Des Moines, Harrisburg, El Paso, Erie, Madison, Missoula, Orlando, Pittsburgh, Portland (Maine), Portland (Oregon), Richmond, Rochester, Sacramento, Syracuse, and Tucson. She also assisted the Metropolitan Washington Airports Authority in a strategic review of its existing airline agreements at Washington National and Washington Dulles international airports. Daniel Reimer Mr. Reimer's practice emphasizes the federal laws and regulations that govern the development and operation of transportation infrastructure, particularly airports. Mr. Reimer has represented clients in state and federal court and in administrative litigation and other proceedings.
Mr. Reimer provides counsel on many aspects of federal transportation law, including environmental, financial, development, safety, and related issues. With respect to airports, Mr. Reimer focuses on airport sponsor compliance with federal statutory, regulatory, and contractual obligations. In addition, Mr. Reimer has represented numerous clients, written extensively, and spoken widely on the issue of airport proprietor rights, particularly in the context of airport noise rules and use restrictions.
Mr. Reimer has represented airport sponsors and airport users in a variety of settings on the lease and use of airport property; represented several local governments in managing their legal relationship with airports located within their community; represented various parties with respect to environmental review and other requirements for airport capital development; and represented numerous airport sponsors in developing, implementing and defending noise programs. Beyond airports, Mr. Reimer has worked on highway, rail, transit, and pipeline projects around the country.
Mr. Reimer has published several articles on federal transportation law and is a regular contributing author to the Journal of Airport Management. In addition to speaking often at industry conferences, Mr. Reimer is the principal planner for the Basics of Airport Law Workshop and Legal Update presented by the American Association of Airport Executives.
Before entering private practice, Mr. Reimer worked for several years for the U.S. National Park Service on environmental and public lands issues, including remediation of contaminated sites, cost recovery for damage to park resources, due diligence, environmental auditing, environmental health and safety, and environmental management.
