Keith J. Bucklew Director of Freight Mobility Indiana Dept of Transportation (INDOT) Keith Bucklew joined INDOT as Director of Freight Mobility in November 2006. Bucklew developed the Indiana Multimodal Freight & Mobility Plan and is managing the I-70 Dedicated Truck Lanes Feasibility Study. Prior to coming to INDOT, Bucklew worked in the motor carrier and logistics industries for 23 years. Bucklew is a graduate of Indiana University with a B.S. in Business Management and Marketing and holds an MBA from the University of Wisconsin. He recently culminated 30 years of military service as a Colonel and is a graduate of U.S. Army War College. He is an Adjunct Faculty of Transportation, Logistics, and Supply Chain Management for IVY Tech Community College.

Paula Dowell, PhD., the nominated Project Manager, a Principal with CS, has more nearly 16 years experienced in transportation economics and freight planning experience. Ms. Dowell is one of the nation’s leaders in urban freight planning and has continuously driven innovations in the industry through study efforts in more than two dozen metropolitan regions. Since joining CS, Ms. Dowell has served as Project Manager/senior consultant on the NCFRP 05 project examining the economic benefits of freight investments, the FHWA Integrating Freight into the Federal Aid Process guidebook series and the Houston-Galveston Regional Freight Plan. Prior to joining Cambridge Systematics, she served as the National Practice Leader for Freight and Economics at Wilbur Smith Associates. While there she served as project manager/senior consultant for numerous metropolitan freight planning studies including in Atlanta, Niagara/Buffalo region, Nashville, El Paso, Columbia, SC, Richmond, Southern California, and Memphis. In addition to her project involvement, Dr. Dowell has extensive research experience and she has served as Principal Investigator and Senior Staff on federal research projects for NCHRP, NCFRP, SHRP, USDOT and FHWA. She currently serves on several committees for the National Academies Transportation Research board including Transportation Economics, Transportation and Economic Development and Urban Goods Movement. She has worked with more than 30 of the states as well as numerous international locations including Mexico, Canada, India, and Africa.
