2013 ACC/AAAE Airport Planning Design and Construction SymposiumAirport Consultants CouncilNew Orleans, LA The symposium offers highly technical content for airport professionals of all disciplines and experience levels. Technical tracks cover planning, terminal/landside, engineering/airside, and program management/construction management, with two mini-tracks featuring the latest on international trends and developments in airport finance. Sustainability and airport IT are cross-cutting topics that will be incorporated into each of the tracks. The symposium workshops include a balanced mix of presentations and interactive discussions between subject matter experts and participants on a diverse range of topics.
Plenary sessions and a keynote luncheon will cover new trends and innovations that will impact airport professionals. Tentative subjects include the future of aviation security and how unmanned aerial vehicles (UAVs) will impact airspace and airport facilities.

Melendez is a Principal Consultant for Paragon Projects Resources and provides clients business technology consulting services. Mr. Melendez has prior experience working with Jacobs Engineering, Carter & Burgess, ARINC, GE Aerospace and RCA.
Mr. Melendez has over 20 years of aviation experience world-wide working with Airlines, Airports, FAA, Department of Defense and the Department of Homeland Security (DHS) on major systems integration technology programs. Melendez during his career has worked on many leading edge technology projects around the world at major international gateway airports. Mr. Melendez holds a BSEE, MSEE and MS in Engineering Management. Enrique, a recognized IT and Security aviation leader, has served as an invited guest lecturer on Airport IT at Harvard Graduate School of Design, is a graduate of the Wharton Executive Development Program and has presented as a subject matter expert at numerous conferences and is author many aviation IT systems articles.
Recently Melendez has been active in planning Fast Travel and Checkpoint of the Future projects for clients. Mr. Melendez was one of the co-founders of the ACC IT committee, a member of the ACC Board of Directors from 2008-2012 and former ACI-NA Board Member. Enrique is a Certified Member of AAAE and most recently Mr. Melendez has been providing IATA FAST TRAVEL consulting to airports and airlines.

Gover is a supervising airport planner and certified project manager with Parsons Brinckerhoff (PB). He has diverse experience in both airport and environmental planning projects including airport master plans, EA’s/CATEX’s/FONSI’s, airport/heliport site selection studies, airport capital improvement plan development, airport feasibility studies, runway length analysis, airport capacity determinations, FAR Part 77 airspace analysis, and socioeconomic impact analysis. Bart’s project management duties have included supervising and coordinating the work of other airport planners as well as technical personnel. His responsibilities have included the development of work scopes, fee estimates, project schedules, progress reporting; client presentations; invoicing; sub contractor agreements and budgets; quality control, project risk management, and client communication.
Additionally, Bart has facilitated technical advisory and public outreach meetings for airport related projects. Bart currently serves as an airport board member for a general aviation airport located in Danville, KY. Bart’s experience as both an airport planner and airport board member provide his client’s with a balanced perspective between future planning making and operator benefit.

Mr. Pfahler’s planning work requires close collaboration with aviation forecasting experts, airport clients, and airline stakeholders. He holds a bachelor of science in Aviation Management from Embry-Riddle Aeronautical University and an MBA from the College of Saint Rose. Marc has previously worked as an Operations Coordinator at Morristown Municipal Airport in New Jersey, and in New York State DOT’s Aviation Services Bureau, and is also a licensed private pilot.
Marc has been with Louis Berger for over 11 years of his 18 year career. Some of his current activities include the program management of various task orders under On-Call contracts with the Rhode Island Airport Corporation; Florida DOT District 6; the Connecticut Airport System, and Project Manager for the New England Region Airport System Plan for General Aviation. Marc is a Board Member for the Airports Consultants Council and serves as the Board Liaison for ACC’s Planning, and Legislative and Regulatory Committees.
