State and Local Government Fiscal Policies Specific to Oil and Natural Gas ExtractionAPA Ohio Chapter Free event High oil and natural gas prices over the last decade, combined with new technology have ignited a fossil fuel boom across the West. Drilling for oil and natural gas is a high-impact economic activity. Today’s unconventional oil development and its effects differ in important ways from oil booms of the past.
This webinar charts the new “unconventional” fossil fuel boom, tracking production, employment, and fiscal trends in an effort to better understand the pressures boomtowns face and to identify best practices for benefiting from these new unconventional fossil fuel plays. The presenter will be Mark Haggerty of Headwater Economics, an independent nonprofit research group whose mission is to improve community development and land management decision making in the West.
Instructors: Mark Haggerty Mark applies economic and fiscal data to real-world land-use and development challenges. He has experience as a researcher, trainer, and facilitator in western communities with an emphasis on land use and community planning. Mark holds a B.A. in Economics and M.A. in Geography from the University of Colorado. Joanne Garnett FAICP Joanne Garnett has over 30 years of professional planning experience
in the public and private sectors. Her practice has focused on
issues related to urban, rural, and regional planning, including
comprehensive plans, master plans, community development and
alternatives analysis, housing assessments, land use research and
analysis, transportation assessments and strategies, neighborhood
planning, resource development issues, trails and pathway plans,
