More Instructors: Joanne Garnett FAICP Joanne Garnett has over 30 years of professional planning experience in the public and private sectors. Her practice has focused on issues related to urban, rural, and regional planning, including comprehensive plans, master plans, community development and alternatives analysis, housing assessments, land use research and assessments and strategies, neighborhood analysis, transportation planning, resource development issues, trails and pathway plans, zoning and subdivision administration, and growth management strategies. Carol Rhea AICP Carol Rhea has over 25 years of experience in a variety of public and private sector planning positions. Her areas of specialty include planning, group facilitation, ordinances and regulations, board training, permitting, code enforcement, and customer service.
Prior to founding Orion Planning Group, Carol created and staffed Rhea Consulting, serving communities in North and South Carolina. Previously she was the Assistant Director of Planning and Development Services for York County, SC responsible for the daily administration of planning, zoning, building inspections and customer service divisions. She has also worked as a regional planner for Southwest Florida Regional Planning Council, as a Community Development Planner for the North Carolina Department of Commerce, and as the Director of
Planning and Development for the City of Monroe, NC.
Currently Carol is the Region II Director (2004-2012) on the American Planning Association Board of Directors. Carol has spoken on a variety of planning and ordinance related topics at conferences sponsored by the American Planning Association and many of its chapters, the North Carolina League of
Municipalities, the National League of Cities, the North Carolina Bar Association and numerous other professional organizations and governmental units. Cynthia Hoyle FAICP Cynthia L. Hoyle, FAICP, has over 30 years of planning experience working at the local, state and national levels. She specializes in transportation, creating community mobility, Complete Streets, Safe Routes to School planning, comprehensive planning and visioning. Her passion is promoting choice and livability.
Cynthia is a Fellow of the Institute of Transportation Engineers (ITE). She served on the ITE 1998 Outstanding Traffic Engineering Council Project for the Recommended Practice entitled "Design and Safety of Pedestrian Facilities". She is a Complete Streets Instructor with the National Complete Streets Coalition and a League Certified Instructor through the League of American Bicyclists. Graham Billingsley FAICP Graham Billingsley has significant experience covering almost 40 years of practice. He was educated in planning, landscape architecture, and architecture, and has practiced in all three fields. For 23 years Graham was in the public sector, first as Chief Planner for Urban Design with the City of Dallas, Texas. In that position Graham was responsible for the areas of urban design and historic preservation as well as numerous neighborhood planning efforts. Graham left Dallas to become the Land Use Director for Boulder County, a position he held for 18 years. He had responsibility for a department of 57 employees in four divisions, Planning, Building Safety and Inspection Services, GIS, and Resource Conservation.
