Tom Huber manages Toole Design Group’s Madison, WI office. Prior to joining TDG, he was the Bicycle and Pedestrian Coordinator for Wisconsin DOT (WisDOT) for 20 years. At WisDOT, Tom was responsible for writing the statewide bicycle plan and the award-winning state pedestrian plan. Tom was also responsible for producing the state's bicycle and pedestrian planning guidelines and was the key contributor to the development of WisDOT's design manuals. He also established the first set of courses to train planners and engineers, creating a knowledge base and culture within the department that supports bicycling and walking. Tom is one of the founding members of the Association of Pedestrian and Bicycle Professionals and received the Association's Lifetime Achievement Award in 2011.

Arthur Ross is the Pedestrian & Bicycle Coordinator for the city of Madison, a position he has held for the past 25 years. He has been involved in the planning and design of all types of bicycle facilities including shared us paths, bicycle lanes and other on-street bicycle facilities, bicycle boulevards, and neighborhood traffic calming. Arthur is a frequent speaker at local, regional and national conferences. He is active in professional organizations, having served on the Board of Directors of the Association of Pedestrian and Bicycle Professionals, the League of American Bicyclists, and the Bicycle Federation of Wisconsin.
