Conducting Effective TMA Certification Reviews: Part 2FHWA, Office of PlanningWashington , DC Free event This event is open only to U.S. Department of Transportation planning staff.
Description: This training webinar provides critical information for FHWA and FTA planning staff on how to conduct effective certification reviews of Transportation Management Agencies (TMAs), as required by federal planning regulations. Through the presentation of definitions, concepts, examples, tools, techniques, and other resources, the webinar provides federal planning practitioners with the specific strategies and approaches to enhance the effectiveness of certification reviews. It will review specific process steps and highlight specific strategies and approaches that have worked well in practice. A summary of key lessons learned for certification review preparations, meetings, report preparation and follow up will be discussed and explored in detail. (This is the second of a two part webinar series focused on TMA certification reviews.)
Learning Outcomes - Upon completion of the webinar, participants will be able to:
• Describe specific preparatory approaches to help ensure a successful certification review • Describe multiple technical and coordination approaches for how to conduct a certification review • Review approaches to report documentation • Identify transferable practices, tools, and techniques that FHWA and FTA planners can use for future certification reviews • Explain how FHWA Division and FTA Region planners can partner with others to improve the effectiveness of certification reviews
Instructors: Jim Thorne Jim Thorne is a member of the Planning Technical Service Team at the Federal Highway Administration (FHWA) Resource Center. The Planning Team provides technical assistance and training on a wide range of planning topics. Recent projects for Jim are related to integration of land use and transportation planning, climate change, scenario planning, sustainability, transportation safety planning, and metropolitan planning processes and products. With more than 25 years of experience in transportation planning, Jim has developed metropolitan transportation plans, special studies, managed planning programs, staffed technical and policy planning committees, developed and delivered numerous customized training sessions as well as conference presentations and NHI workshops. Jim is also involved in FHWA and NCHRP research projects. Prior to joining FHWA, Jim worked with two Metropolitan Planning Organizations as a planner, modeler, and transportation planning director. He also worked with the American Public Works Association as Director of Research and produced a number of technical publications, including APWA’s Public Works Management Practices Manual and Assessment Process. Jim is a registered Professional Engineer with a degree in Civil Engineering from Purdue University. He is a member of the Institute of Transportation Engineers and American Society of Civil Engineers. Spencer Stevens Mr. Stevens is a Transportation Planner with FHWA’s Office of Planning Oversight and Stewardship in Washington DC. His duties include Planning and Environmental Linkages, Freight Transportation Planning, and Coordinating Homeland Security Linkages to Transportation Planning. In addition, he has a planning liaison relationship with the states of New York, New Jersey, Pennsylvania, West Virginia, Ohio, Delaware, Maryland, and Michigan, as well as responsibilities of overall implementation of MAP-21 and the planning regulations.
Mr. Stevens has been with FHWA since graduating from the University of New Hampshire in June of 1990 with a BS in Civil Engineering, and has worked in various FHWA offices throughout the country. Prior to joining the Office of Planning, Mr. Stevens was the Transportation Planning Team Leader for the FHWA Pennsylvania Division office. In a prior assignment, Mr. Stevens was a member of the joint FTA/FHWA metropolitan office in Los Angeles, CA where he covered transportation planning in Southern California for both FHWA and FTA.
