Post-Katrina Demographics

By tracking the parcels that had residential utility service before Hurricane Katrina and those that had active service after the storm, GCR & Associates was able to provide fairly accurate resettlement pattern maps and population estimates — even when official Census Bureau data was not available. While citywide data shows an impressive recovery in many neighborhoods, the last map of vacant parcels in New Orleans's Planning District 6 shows the gap-toothed effect of rebuilding and blight in certain neighborhoods.
