Technical Report for the Minority Pass Rate Project

To address concerns regarding low minority pass rates on the AICP certification exam, the American Institute of Certified Planners commissioned a study by Educational Testing Service (ETS).

The study aimed to address specific research questions, such as:

  • What factors contribute to differences in pass/fail rates?
  • What the factors contribute to differences in total and section scores?
  • What is the importance of background variables such as candidates' prior achievements, test preparation time, test-taking strategies, and skill in actual test performance?
