NeighborWorks Training Institute (NTI) is a mobile university for community development and affordable housing professionals. The professionals who attend these events – for one day or a whole week, from all 50 states and beyond – are committed to making a difference in the lives of working low and moderate income families and their communities. The NTI is a five-day event held four times annually in major cities throughout the United States. At each NTI, NeighborWorks offers over 100 classes to up to 2,000 community development professionals who come from our network organizations and beyond. Courses cover the following content areas: Affordable Housing Development, Homeownership and Community Lending, Multifamily Asset Management, Management and Leadership, Community Engagement, Native American Community Development, Community Economic Development, Community And Neighborhood Revitalization, Construction and Production Management, Rural Development. Each NTI also includes a one-day symposium on a timely topic, instruction by expert practitioners and thought-leaders, free workshops on community development topics after the course day is through, and abundant peer networking opportunities. Unlike other conferences, NTIs are very much course-focused – there are no large plenary sessions and only one major reception during the week. Participants spend the majority of their time in classes of one, two, three or five days with 10-30 fellow learners.

The durable contractual controls that are imposed over the resale and use of owner-occupied homes by community land trusts, limited equity cooperatives, and man ... more The durable contractual controls that are imposed over the resale and use of owner-occupied homes by community land trusts, limited equity cooperatives, and many municipally funded homeownership assistance programs require the continuing presence of a watchful steward to monitor and enforce them, ensuring that: the affordability of these homes will be preserved; the quality, durability, and livability of these homes will be maintained; and the homeowners’ security of tenure will be protected, making foreclosure a rare event. Another factor in ensuring the effectiveness of these controls is informing, supporting and engaging the homeowners themselves. In this intermediate-level course, participants will review the contractual mandates, the organizational mechanisms and homeowner services that make stewardship a reality. The course is focused on the period after a resale-restricted home is sold, although some consideration will be given to the steward's pre-purchase responsibilities. This course is offered in partnership with the Community Land Trust Network. Many sites are vacant and are being damaged by vandalism and the elements. This course discusses how nonprofit housing developers can assess the feasibility of rehabbing and selling or leasing a foreclosed and abandoned property, acquire it from the bank or other owner and how to arrange financing for carrying the property and funding the rehab work. This course is strongly suggested for all those who will touch the assessment, acquisition and/or financing processes of REO properties. Instructors: Timothy Bolding Tim Bolding is the founding executive director of United Housing Inc. He has more than 20 years of experience in affordable housing in the Memphis, TN, area. During his tenure, the organization grew from a department of the United Way of the Mid-South to an independent organization, which provides homeownership opportunities to the residents of Memphis and Shelby County. Bolding serves on several local agency boards and at the national level with the FHLB Advisory Council. He received his BA and MA from the University of Memphis and serves as an adjunct faculty member of the department of anthropology at the university, where he teaches cultural anthropology. He was the recipient of the Kenneth Jones Excellence in Training Award at the NeighborWorks 2009 Washington, DC, National Training Institute.

Since this time, cities, counties, states and the non-profit sector have responded through 3 rounds of the Neighborhood Stabilization Program. Hundreds of programs have been developed and implemented to acquire, redevelop, and place these properties back in to service. Some have been very successful. This class draws upon this experience and participants will explore through numerous case studies how different organizations and communities have tackled the foreclosure problems. Participants will review various options that have been tried and tested in the acquisition, rehab, and disposition process. Practical solutions and step by step models will be reviewed as well as pitfalls and stumbling blocks. Upon completion, participants will have a broad understanding of options for foreclosure programs. This course will enable participants to identify opportunities to introduce health/energy/water benefits into routine building maintenance and capital improvement processes. Participants will learn to evaluate project specific data to set priorities for energy, water, and resident health improvements, use integrated planning tools to prioritize improvements and implement a green and healthy property management plan that will reduce energy and water use and improve resident health conditions. The course is designed for affordable housing property managers, property owners, asset managers and maintenance supervisors as well as other staff who have input into property maintenance operations and decision-making. A special module will address techniques on training residents to incorporate green and healthy strategies. This course was developed by NeighborWorks and The National Center for Healthy Housing.
