More Instructors: Cameron Artigue CAMERON C. ARTIGUE is a partner with the law firm of Gammage & Burnham, PLC. His
practice emphasizes appeals and complex motions in civil cases. Mr. Artigue has briefed and
argued more than 100 appeals in all Arizona courts, the Ninth Circuit Court of Appeals and the
U.S. Supreme Court. Since he joined the firm in 1987, Mr. Artigue's experience has
encompassed the breadth of the firm's litigation practice. He has been involved in the firm's
health care practice, including AHCCCS and county reimbursement, commercial insurance and
self-pay accounts. Mr. Artigue has also practiced extensively in the field of land use litigation,
encompassing the disputes that arise from planning, zoning and other land use issues and is an
adjunct professor of law at Arizona State University. He earned his B.A. degree, summa cum
laude, from Claremont McKenna College and his J.D. degree from the University of California
at Berkeley where he was a member of the California Law Review. Mr. Artigue is a member of
the Maricopa County Bar Association. Paul Gilbert PAUL E. GILBERT is a founding manager in the law firm of Beus Gilbert PLLC, where his
practice experience includes all aspects of zoning and land use planning law at the legislative,
administrative and litigation levels. He has lectured for the State Bar of Arizona and for several
planning associations and municipal and county government seminars. Mr. Gilbert earned his
B.S. degree, cum laude, from Brigham Young University and his J.D. degree from the University
of California at Berkeley, where he was on the law review board. He is a member of the
American Bar Association and the State Bar of Arizona. Andrew Moore ANDREW E. MOORE is the director of the Andrew E. Moore Law Firm. He has practiced law
in Arizona for 17 years, and over the last 13 years, he has concentrated his practice on zoning
and land use entitlement. Mr. Moore has extensive experience in working with municipal and
county governments, obtaining land use entitlements, annexations, variances and use permits and
drafting development agreements and economic incentive agreements. He is a frequent speaker
at legal seminars for land use and zoning topics. Mr. Moore earned his B.S. degree from the
University of Wisconsin-Oshkosh and his J.D. degree from Arizona State University. Jason Barclay Morris JASON BARCLAY MORRIS is a founding partner at the law firm of Withey Morris, P.L.C.
His past experience includes work as a congressional staff member, and as partner with the land
use section for a major Phoenix law firm. Mr. Morris' practice is exclusively in land use,
planning and zoning and municipal law. His client list includes several national homebuilders,
master plan developers, commercial-industrial landowners and Fortune 100 companies. Mr.
Morris also has successfully litigated land use cases on behalf of property owners against
Arizona municipalities. He served as chair of the City of Phoenix License Appeals Board and is
the District 3 representative to the Maricopa County Transportation Advisory Board. Mr. Morris
also was appointed by the Mayor to serve on the City of Phoenix Development Advisory Board.
He was past-chair of Valley Leadership's State Legislative Committee. In that capacity, Mr.
Morris worked extensively on the Growing Smarter Legislation as well as opposing the Citizen's
Growth Management Initiative. He also recently served as an Ad Hoc Committee-member
advising on the combination of the Planning & Development Services Departments at the City of
Phoenix. Mr. Morris' outside boards and activities include Valley Leadership, Metro Phoenix
Boys & Girls Club, Urban Land Institute and Arizona Town Hall. Mr. Morris is a graduate of the
University of Arizona, College of Law. David Pennartz DAVID A. PENNARTZ is an attorney with Gust Rosenfeld P.L.C. He focuses his practice on
municipal law, land-use and zoning law, litigation and appeals. Mr. Pennartz provides counsel to
municipalities, corporations and individuals on a variety of issues including zoning, land-use and
board of adjustment, governing board responsibilities and liabilities, exactions and land-use
hearing officer, municipal sales and use taxation, election law and campaign finance
investigations and enforcement and complex development agreements. Municipal litigation
handled by Mr. Pennartz include civil rights and discrimination, constitutional law, eminent
domain (real property and utility), zoning, first amendment issues, open meeting and public
records law. He is a former city attorney for the city of Scottsdale and former deputy city
attorney for the city of Glendale. Mr. Pennartz also is a former adjunct professor at the Maricopa
County Community College District. He is a member of the State Bar of Arizona (former
member, Committee on Continuing Legal Education; member, Public Lawyers Section), the
Maricopa County Bar Association (member, Public Lawyers Division), American Bar
Association (Government and Public Lawyers Division, State and Local Government Law
Section, and Condemnation Law Committee), and the Arizona Supreme Court. Mr. Pennartz
earned his B.S. degree, summa cum laude, from Arizona State University and his J.D. degree,
cum laude, from Arizona State University College of Law. Nicholas Wood NICHOLAS J. WOOD is a partner in the Phoenix office of the law firm of Snell & Wilmer
LLP and is the Chairman of Snell & Wilmer LLP's Zoning and Land Use Practice Group. His
practice is concentrated in zoning and land use law matters. Mr. Wood is a former adjunct
Professor of Law (Property) at Marquette University Law School. He is the author of numerous
publications on zoning and land use issues. Mr. Wood is listed in Chambers USA: America's
Leading Lawyers for Business . He earned his his B.S. degree from the University of Wisconsin-
Milwaukee, his L.L.M. degree from DePaul University Law School, Chicago, Illinois, and his
