This two-day course on the redevelopment planning process will provide a broader understanding of the crucial issues, steps, and challenges associated with the New Jersey’s Local Redevelopment and Housing Law (LRHL).
The workshop includes an in-depth review of the LRHL, an analysis of the redevelopment planning process designations, discussion on how to engage the community in the redevelopment planning process, review and examination of the redevelopment plan in relation to current legal issues and challenges, review of the mandatory and optional provisions of the redeveloper’s agreement, and discussions on some of the recent legal and public policy issues on redevelopment such as eminent domain, environmental liability, and relocation.
As Vice President of Development for New Jersey, Mr. Ladell oversees AvalonBay’s development and redevelopment activities throughout New Jersey. Mr. Ladell is based in the company’s Woodbridge, New Jersey office and focuses on developing premier residential and mixed-use communities in high barrier to entry markets. Prior to joining AvalonBay, he was the Vice President for Business Development for Pinnacle Communities responsible for commercial and multifamily developments. Mr. Ladell also served as the Vice President, General Counsel and Director of Development for a restaurant and hotel franchisee developing, constructing and operating Marriott hotels and TGI Friday’s and Wendy’s restaurants in the Northeast. Mr. Ladell began his professional career as a real estate and corporate attorney at Hannoch Weisman. He also was appointed and served as the Planning Board attorney for the Township of Livingston and as a member of Livingston’s Zoning Board of Adjustment. Mr. Ladell is a member of the New Jersey Apartment Association’s Board of Directors and previously served as a Board member for a special improvement district. He is a licensed real estate salesperson. Mr. Ladell received his JD from Rutgers University School of Law-Newark and his BA from Rutgers College, Rutgers University in New Brunswick. He also appears regularly as a panelist for real estate development, finance and legal topics and formerly as a political commentator for a radio talk show.
Anthony F. Della Pelle graduated from Franklin & Marshall College with Bachelor of Arts Degree in Economics and English, and received his Juris Doctor from Seton Hall University School of Law. A member of the bar since 1987, he is admitted to practice before state and federal courts in New Jersey and New York, and is board certified as a Civil Trial Attorney by the Supreme Court of New Jersey, Board on Trial Attorney Certification. His practice concentrates on condemnation, eminent domain and redevelopment matters. He has represented property owners throughout New Jersey, as well as a variety of government agencies including Allamuchy, Bernards, Boonton, Cresskill, Fair Lawn, Harding, High Bridge and Montclair, in condemnation, real estate tax appeal and land use matters. Mr. Della Pelle has been appointed by the Superior Court of New Jersey as a receiver and legal advisor in real estate valuation matters, and holds the highest ranking, “AV”, from the Martindale Hubbell Law Directory. He is a member of the American Bar Association and its Condemnation Committee; the Morris County Bar Association where he chairs the Condemnation Committee; the New Jersey State Bar Association; the New Jersey State Builders Association and its Redevelopment Committee; the Community Builders Association; and the Urban Land Institute. He is also a Trustee of the Franklin & Marshall College Alumni Association. Mr. Della Pelle has served on the faculty of the New Jersey Association of Realtors’ Graduate Realtor Institute for many years, and is a sought-after lecturer, panelist and author on eminent domain and other real estate-related issues. He was also selected as one of New Jersey's top real estate attorneys by Real Estate New Jersey Magazine in 2009.
