FBC 301: Form-Based Codes: Completing, Adopting and AdministrationForm-Based Codes InstituteLansing, MI This course provides up-to-date knowledge of the evolving practice of form-based coding, with special emphasis on bringing a code to completion, implementation and management. Instructors cover in detail the legal and administrative aspects of code management. They carefully explain the methods of deploying form-based codes, drawing upon a wealth of experience nationwide.
Participants get an in-depth look at the advantages, disadvantages, and mechanics of mandatory, parallel and floating-zone forms of FBCs; how to structure the coding process, including what must happen before and after the code is drafted; what to keep and what to discard from an existing conventional code; the legal aspects of adopting a FBC (i.e. its consistency with the comprehensive plan), adoption mechanics and insulating against potential challenges; and post-adoption implementation including design review within the application process.
Instructors: Bill Spikowski AICP Bill Spikowski, Spikowski Planning Associates, Fort Myers, FL is a veteran advisor to local governments and a pioneer in using form-based codes to translate bold visions of the future into local regulations. He has advised and prepared community plans, redevelopment plans, and codes for numerous cities and counties. Recent work includes innovative regional applications of form-based codes in St. Lucie, Lee and Sarasota counties in Florida. Bill lectures frequently on innovative planning and coding techniques. He is an officer and founding board member of the Form-Based Codes Institute and a regular instructor at FBCI workshops across the country. Prior to founding his consulting firm in 1992, Bill served as growth management director for Lee County, Florida. He now serves on the Fort Myers Planning Board and is a co-founder and officer of the Calusa Land Trust & Nature Preserve. Mary Madden AICP Mary Madden, Ferrell Madden Associates, Washington DC, brings 20 years of experience in urban planning and design, community development, and historic preservation at the federal, state, and local levels. Her recent projects include town planning and urban design for Overland Park, Kansas, Portsmouth, Virginia, Tulsa, Oklahoma, Prince George’s County, Maryland, Arlington, Virginia and many other locales. She has taught planning at Oklahoma State and Virginia Tech, and coauthored the APA/CNU publication Codifying New Urbanism: How to Reform Municipal Land Development Regulations. Mary holds a Master of Urban and Environmental Planning degree from the University of Virginia and a Bachelor of Arts in Architecture from Princeton University. She is a founding board member of the Form-Based Codes Institute. Sam Poole Samuel E. Poole, Berger Singerman, Fort Lauderdale, FL has two decades of experience addressing both conventional and new urbanist land development issues, working for both private and public sector clients. Sam has prepared comprehensive plans, plan amendments, and land use codes that have enabled development of mixed-use new urbanist designs for towns, neighborhoods and building sites. He provides exceptional experience in dealing with environmental agencies and issues, gained through his service as Executive Director of the South Florida Water Management District from 1994 to 1999. Sam holds degrees from the University of Florida, B.S. in Forestry, cum laude (1970); the University of Pennsylvania, Master of Regional Planning (1976); and Northwestern University, J.D., cum laude and Order of the Coif (1985).
