Instructors:
David Eubank
is an attorney with an independent practice based in Dayton, Ohio. He
practices in the areas of planning and zoning law, local government, real estate and development.
Mr. Eubank has previously spoken at conferences about various facets of land use planning and
impact fees. Before practicing law, he practiced in the urban planning and development field
with experience ranging from new town planning and business district
redevelopment/revitalization to preparation of master plans, zoning codes and subdivision
regulations. As an attorney, Mr. Eubank has more than 20 years experience representing local
government as both general counsel and as special counsel. He is admitted to practice before the
state courts of Ohio, the U.S. District Court for the Southern District of Ohio, the U.S. Court of
Appeals for the Sixth Circuit and the U.S. Supreme Court. Mr. Eubank is a member of the
Dayton Bar Association, Ohio State Bar Association, American Bar Association, the American
Planning Association and the Institute for Certified Planners. He earned his B.U.P. degree from
the University of Cincinnati; and his master's and J.D. degrees from the University of Dayton.
Leslie Landen
is the law director for the City of Middletown, Ohio. He serves as general
counsel and legal advisor for the city in all civil, criminal and administrative law matters. Mr.
Landen serves as an adjunct instructor of business law at Miami University and has lectured
before the Ohio Municipal League, the Ohio Municipal Attorneys Association and the Ohio
Health Commissioners Association. He also has taught courses for the Ohio Certified Manager
Program. Mr. Landen is a member of the Ohio Municipal Attorneys Association, the National
Public Employer Labor Relations Association and the Ohio Public Employer Labor Relations
Association. He also is a member of the Ohio State and Butler County bar associations. Mr.
Landen earned his B.S. degree from Miami University and his J.D. degree from the University of
Dayton.
Timothy Mara
is a sole practitioner in Cincinnati, where his practice is concentrated
largely in the areas of zoning and local government law. Although his clients have included
townships in Hamilton County and land trusts in the Cincinnati area, Mr. Mara generally
represents citizen groups opposed to zone changes or public projects adversely affecting their
communities. He has spoken to various business, professional and civic organizations on topics
related to his areas of practice. Mr. Mara is a member of the Cincinnati (Local Government
Committee) and Ohio State bar associations, as well as the Ohio Planning Conference and the
American Institute of Certified Planners. He earned his Bachelor of Community Planning degree
from the University of Cincinnati and his J.D. degree from Salmon P. Chase College of Law.
