More Instructors: Frank Herdman FRANK T. HERDMAN is a shareholder of the Rubin Katz Law Firm in Santa Fe, New Mexico. His practice areas
include zoning and land use, commercial, business, real estate, construction, employment and related litigation. Mr.
Herdman is a past president of the First Judicial District Bar Association and currently serves as a volunteer member
of the City of Santa Fe Bicycle Trails Advisory Committee and the City of Santa Fe Charter Review Commission.
He also writes a regular column for the Santa Fe New Mexican called “Business & Law.” Mr. Herdman is admitted
to practice in New Mexico and before the U.S. District Court, District of New Mexico. He earned his B.A. degree,
highest honors, from the University of Michigan and his J.D. degree, magna cum laude, from the State University of
New York at Buffalo Law School. Thomas Hnasko THOMAS M. HNASKO is a partner in the Santa Fe law firm of Hinkle, Hensley, Shanor & Martin, L.L.P., where
he is a natural resources lawyer with special emphasis on environmental issues, including petroleum product
contamination, air quality, and litigation under CERCLA and RCRA. He is recognized by the New Mexico Board of
Legal Specialization as a specialist in environmental law. Mr. Hnasko has lectured at hazardous waste seminars
before the state bars of New Mexico and Arizona concerning environmental and insurance issues. He has written
numerous papers on environmental law, including topics on insurance coverage for environmental response costs
and damages, and liability issues under CERCLA. Mr. Hnasko earned his B.A. and his J.D. degrees from the
University of North Dakota. He is a member of the American Bar Association, the State Bar of New Mexico, the
Federal District Courts in Arizona and Nevada, and the U.S. Court of Federal Claims. David Mathews DAVID L. MATHEWS was in-house counsel for Sandoval County Development, one of the fastest growing
counties in the United States and home to the fastest growing municipality in the United States. Mr. Mathews spent
more than 20 years in private practice before joining Sandoval County Development. In his years in private practice,
he represented about 18 local governments, many of which had significant issues regarding zoning, subdivisions,
roads, water, and general land use and land development planning. During his private practice, Mr. Mathews
represented communities such as Corrales, Moriarty, Estancia, Los Ranchos de Albuquerque, Questa, Cimarron,
Raton and several other small communities. He also represented the Bernalillo County Metropolitan Court in its land
acquisition for the current courthouse. Mr. Mathews earned both his undergraduate and graduate degrees from
Bowling Green University and his J.D. degree from the University of New Mexico. He has been a frequent speaker
at National Business Institute seminars, generally addressing land use issues. Mr. Mathews received the first pro
bono award given by the State Bar of New Mexico and continues to accept pro bono cases from the state bar and the
13th Judicial District Courts. He attempts to focus his pro bono work on children and the elderly, but also is a
certified mediator and an active participant in the Sandoval County mediation programs. Mr. Mathews participates
in both the Municipal and the County Attorneys' associations, and is a member of the Lawyers' Assistance
Committee of the state bar. He is a former member of the Board of Directors of the New Mexico Center for Dispute
Resolution, the Westside Literacy program, Albuquerque Help for the Homeless and Northern New Mexico Legal
Services. Mr. Mathews currently serves on the Board of Directors of Corrales MainStreet and is also the director of
the Native American Election Information Program for Sandoval County. Joshua Skarsgard JOSHUA J. SKARSGARD is a practicing real estate attorney with The Skarsgard Firm, P.C. Mr. Skarsgard
attended college at the University of California at Santa Barbara where he majored in Business/Economics. After
college he earned his Master's degree in Real Estate Development at the University of Southern California and his
Certified Public Accountant (CPA) license in the State of New Mexico. Mr. Skarsgard moved back to Albuquerque
in 2003 to attend the University of New Mexico School of Law, where he spent a year and a half as an intern at the
City of Albuquerque Planning Department analyzing sector development plans, zone map amendments, and drafting
city ordinances (The Albuquerque Night Sky Ordinance, The Billboard Cap and Replace Ordinance, etc.). He is
currently representing real estate clients on projects located in Albuquerque, Santa Fe, and Rio Rancho. Mr.
Skarsgard is on the Board of Directors of the Children's Cancer Fund of New Mexico and NAIOP. He won the
