Expanding SustainabilityAPA Florida Chapter, Promised Lands SectionFort Myers, FL The University of Florida/Lee County Extension in partnership with several organizations will provide professional training at a 1 day program for planners, environmental professionals, developers and the general public in Southwest Florida.
Speakers will share research and information on innovative ideas in the field of sustainability, the green economy, climate change, energy, agriculture, and other vital environmental and planning-related topics.
Southwest Florida is currently experiencing climate change. The natural setting of southwest Florida coupled with extensive over investment in the areas closest to the coast have placed the region at the forefront of geographic areas that are among the first to suffer the negative effects of a changing climate. The question for Southwest Floridians is not whether they will be affected by climate change, but how much they will be affected and in what ways including the degree to which it will continue, how rapidly change will occur, what type of climate changes will occur, and what the long-term effects of these changes will be.
This session is designed to meet a specific planning related training objective – exploring new approaches to problems such as climate change and economic development utilizing green energy sources and techniques.
A series of expert speakers will provide presentations with opportunities for group interaction and questions and answers.
The educational objective will be appropriate for AICP members as they learn new developments in planning, the environment and other topics of interest in SW Florida. The speakers will draw on professional experience in land use planning, local government, agriculture, development, and green energy. The content will not be basic in nature, but will be an in depth discussion about critical matters to planners and other professionals.
Instructors: Ray Judah Mr. Judah served on the Lee County Board of County Commissioners since first being elected in 1988, through 2012. He holds a Master of Science in Natural Resources and Bachelor of Arts in Zoology and Graduated Cum Laude from California State University, Humboldt.
Prior to election he was a Principal Land Use Planner for the Lee County Department of Community Development.
As a commissioner he also served in the following capacities and received the following honors:
* Member, Metropolitan Planning Organization and Southwest Florida Regional Planning Council
* Co-founder, CREW - Corkscrew Regional Ecosystem Watershed
* Spearheaded beach restoration of Fort Myers Beach
* Championed the acquisition of critical water resource areas in the Corkscrew Regional Ecosystem Watershed
* Led the successful effort to put the Conservation 20/20 initiative on the referendum in 1996 to purchase environmentally sensitive land
* Took the lead to construct state-of-art Waste to Energy Plant (Honored as the "Best Project in the World" by Power Engineering International in 1995)
* Awarded "Conservationist of the Year" from the Florida Audubon Society in 1984 & 1996
* Won 1992 "Environmental Public Service Award" from Keep Lee County Beautiful
* Named as a "Champion of the Environment" by Gulfshore Life Magazine in 2003
* Recipient of the "Pathfinder Award" for vision and leadership by the Urban Land Institute in 2003
* Recipient of the Florida Wildlife Federation "2007 Conservationist of the Year Award"
* 2011 recipient of the Everglades Coalition James D. Webb Award which annually recognizes a public servant who has made an outstanding contribution to the Everglades
Jim Beever Mr. Beever is a Planner IV at the Southwest Florida Regional Planning Council in Fort Myers, FL.
He was also a Biological Scientist for the Florida Fish and Wildlife Conservation Commission.
His responsibilities include implementing the environmental planning review for the SWFRPC, including Charlotte, Collier, Glades, Hendry, Lee, and Sarasota Counties. Current work includes the two coastal impacts studies entitled “A Watershed Analysis of Permitted Coastal Wetland Impacts and Mitigation Methods within the Charlotte Harbor National Estuary Program Study Area”, and “Climate Change Vulnerability Assessment and Adaptation Opportunities for Salt Marsh Types in Southwest Florida; coordinating Regional Wildlife Habitat Planning, review of Developments of Regional Impact, Review and Planning of Comprehensive Everglades Restoration Plan (CERP), Southwest Florida Watershed Study (SWFWS), and other restoration projects, review of large and significant FDEP/SWFWMD and SFWMD/USACE permits, wildlife resource inventory, fish and wildlife technical assistance, many committees and partnerships ranging from the Estero Bay Agency on Bay Management to the Myakka River Coordinating Council. He has been employed protecting the natural resources of southwest Florida for 27 years.
Mr Beever Holds a MS, Biological Sciences from Florida State University and an AA from Edison Community College in Biological Sciences.
John Capece
Dr. John Capece is an agricultural engineering Ph.D. graduate of University of Florida. He currently works as a water resources consultant under the name Southern DataStream focusing on agro-ecology, water quality and sustainable development in South Florida. John also serves as president of Intelligentsia International, a non-profit educational organization hosting university students for environmental and engineering internships. Intelligentsia was created as a spin-off of NAGPS international exchange projects with the former Soviet Union. During the past 10 years Intelligentsia has hosted 300 students and young professionals from 60 different nations.
Steven Stafford Steven Stafford is the President/Owner of S. R. Stafford Engineering, Inc. in Groton, MA and Stafford Engineering, Inc. in Bonita Springs, FL. Steven is also the CEO of Escoto Stafford Consulting International, S.A., located in Santo Domingo, Dominican Republic.
Steven Stafford has over 30 years of experience in engineering, design and construction management of commercial, residential and public facilities. Mr. Stafford is a Registered Professional Engineer with proven experience in many electrical engineering subjects, including power distribution, lighting, instrumentation and control systems. In addition, Mr. Stafford has designed fire protection systems, telephone and public address systems and security systems including closed circuit television and intrusion alarms. He is also deeply involved in the application of the current National and International Electrical Codes as they pertain to the various local and International Building Codes for Energy Conservation.
Mr. Stafford's previous background includes assignments with large engineering organizations such as United Engineers & Constructors, C. T. Main, Metcalf & Eddy and the Massachusetts Water Resources Authority. He has planned, directed, implemented and has been in responsible charge of a wide range of electrical engineering projects encompassing both private and public facilities, including schools and municipal buildings such as Fire Stations and Waste Water Treatment plants. Other project types include retail store construction, worship facilities and residential projects of all sizes. Additionally, Mr. Stafford has been involved with industrial and cogeneration facilities of various types and sizes.
Mr. Stafford, as an Electrical Engineer, has developed programs and methodologies to incorporate energy efficient designs into current electrical systems. These systems combine the use of energy saving lighting; high efficiency motors and variable frequency drives for many types of processes and facilities.
Mr. Stafford received his Bachelor of Science Electrical Engineering degree from Worcester Polytechnic Institute, Worcester, MA. In addition, Steven has a Master of Business Administration from the University of Massachusetts at Lowell, MA.
Mr. Stafford is a Registered Professional Engineer with the Commonwealth of Massachusetts and with the State of Florida . He is also a Registered Professional Engineer with the following states: New Hampshire, Rhode Island, Connecticut, Vermont, Maine, Illinois, Ohio, Colorado, Wisconsin, California, Arizona, New Jersey and New York.
Charles Vavrina
As the District Extension Director for University of Florida, Institute of Food and Agricultural Sciences in South Central Florida, Dr. Vavrina PhD works closely with the Dean and Associate Dean of Extension, and Program Leaders in 4-H, Family and Consumer Sciences, Agriculture, Energy and Sea Grant. Major emphasis is given to networking with eleven County Administrations, Boards of County Commissioners, seventy-five faculty and other branches of the University of Florida in a combined leadership/managerial role. Dr. Vavrina works closely with County Extension Directors and faculty to refine and define programmatic needs and delivery methods and is presently spearheading sustainability efforts in the District.
Dr. Vavrina grew up in suburban New Jersey, received a B.S. in Biology from Bethany College in West Virginia, a M.S. from the University of Connecticut in Forestry and a Ph.D. from the University of Georgia in Horticulture. He came to University of Florida in 1989 where he served thirteen years as a Vegetable Extension Specialist with emphasis in transplant production and stand establishment before moving into administration.
