More Instructors: W. Andrew Gowder is a shareholder with Pratt-Thomas Walker, where his main areas of
practice are land use, state and local government, business litigation, business entity formation and
governance. He began with the firm as a summer law clerk in 1984 and joined the firm in 1986. Mr.
Gowder is active in the community, serving as immediate past chair of Crisis Ministries, as chairman of
Lowcountry Local First, and as founder and chair of Raptor Youth Rowing Club. Nationally, he is a full
member of the Urban Land Institute and a member of its Sustainable Development Council and is an
officer in the American Bar Association State and Local Government Section. Mr. Gowder writes and
lectures frequently on topics around the areas of land use, local government and urbanism. He has
recently co-authored "A Legal Guide to Urban and Sustainable Development" with Dan Slone and Doris
Goldstein (John Wiley and Sons, Inc., 2008) and was a contributor to "At the Cutting Edge 2009, Land
Use Law from the Urban Lawyer" (American Bar Association, 2009). Irish Neville is an associate with Wills Massalan & Allen LLC in Charleston, South
Carolina, where his practice is devoted 100% to litigation on issues including business disputes,
commercial litigation, real estate matters, land use litigation, partnership/corporation disputes,
construction law, and other areas of general civil litigation. In addition to his full-time practice, he is an
adjunct professor of legal research, writing, and analysis at the Charleston School of Law. Mr. Neville is a
member of the Charleston County Board of Assessment Appeals, where he decides disputes between
property owners and Charleston County regarding property assessments, serves on the Board of Directors
of the Preservation Society of Charleston, where he assists in its mission, and is a member of the Urban
Land Institute which keeps him in touch with the real estate industry. He also is involved in the following
professional legal associations: Charleston County Bar, South Carolina Bar and American Bar
Association. Mr. Neville is licensed to practice in all South Carolina courts, the U.S. District Court for the
District of South Carolina, and the Fourth Circuit Court of Appeals. He earned his B.B.A. degree from the
University of Georgia and his J.D. degree from the Charleston School of Law. Andrea Pietras is a senior planner for the Charleston County Zoning and Planning Department.
She is responsible for developing and implementing comprehensive plans, zoning ordinances, land
development regulations, and other laws/ordinances; managing large-scale development projects such as
development agreements, form-based zoning districts, and planned developments; providing professional
planning support for special projects of the County Council and Planning Commission; and managing the
addressing and voter registration functions of the Zoning and Planning Department. Ms. Pietras also
provides professional planning services to the Towns of James Island and Meggett. She has been a
member of the American Planning Association since 1998, serving as the SCAPA secretary-treasurer
from 2010-2012, and a member of the American Institute of Certified Planners since 2002. Ms. Pietras
earned her B.S. degree from Clemson University and her master’s degree from Clemson University. Davis Whitfield-Cargile is an attorney with McDougall LawFirm, L.L.C. He primarily handles
Ocean and Coastal Resource Management matters, providing counsel to the Department and representing
the Department in matters before circuit court, the Administrative Law Court, the South Carolina Court of
Appeals and the South Carolina Supreme Court. Mr. Whitfield-Cargile is a member of the South Carolina
Bar, South Carolina Association for Justice and Beaufort County Bar. He earned his J.D. degree from the
University of Colorado Law School in Boulder, Colorado, where he graduated in the top ten percent and
