Annual Ethics SeminarPalm Beach County Planning CongressBoca Raton, FL For the 6th year in a row, the Palm Beach County Planning Congress, in partnership with the local sections of the APA and Florida Atlantic University, is hosting a day long seminar focused on Ethics in Planning and Land Development. As in year’s past, we have assembled speakers from around the State of Florida to discuss the shifting landscape of rules and regulations, the Planner’s code of ethics, the role of the media in maintaining government accountability and transparency, and other initiatives to address the ongoing corruption and inappropriate behavior. Speakers this year include Ben Wilcox from the non-profit organization, Integrity Florida. Their work analyzing and categorizing corruption in the state, and in partnership with their National umbrella organization, throughout the Country, has garnered significant media attention and debate. Mr. Wilcox is the Research Director for Integrity Florida and will be giving the keynote on his organizations approach and findings of late. Valerie Hubbard, FAICP is a planner with the firm of Akerman Senterfitt and sits on the commission of the APA’ s professional institute. Ms. Hubbard will be joining the Leon County Attorney Herb Theile and recently elected Florida Representative, and land use planner, Bobby Powell, on a panel examining the recent efforts at the State level to examine and address the land development field and the ethical questions that arise. Prominent Criminal Defense Attorney Richard Lubin will also speak at this year’s seminar. Mr. Lubin has defended several public officials in cases concerning corruption and ethical issues. Mr. Lubin will discuss how those crimes are framed, how he advises clients that think they have or may be charged in ethics violations, and how he sees those laws and the efforts of prosecutors changing. The seminar is reprising last year’s popular media panel, which this year will include both citizen bloggers and professional newspaper reporters, who work in the field of government and corruption reporting. There will also be specific panels of local planners and attorney’s to discuss the direct impacts, issues, and questions that have arisen through the frequent changes and updates to the local ethics guidelines, reporting rules, and lobbying restrictions.
More Instructors: Valerie Hubbard FAICP Hubbard is Director of Planning Services for Akerman Senterfitt, Attorneys at Law. Prior to her current position, Hubbard was Director of the Community Planning Division for the Florida Department of Community Affairs. She has more than 23 years of local planning experience within Florida. She is certified planner and a Fellow of the American Institute of Certified Planners, the highest honor that can be bestowed upon an American planner.
An active APA member, Hubbard previously served as president of the APA Florida Chapter, vice president for professional development and the APA Florida Orlando Metro Section president. Hubbard just completed her term on the Professional Advisory Committee for the University of Florida's Urban and Regional Planning Department and is a member of the Sunrise Rotary Club in Tallahassee.
Hubbard has a master's degree in Urban and Regional Planning from the University of Florida.
Joseph Centorino Joseph Centorino assumed the position of Executive Director of the Miami-Dade Commission on Ethics and Public Trust on September 1, 2011, following his laudatory 25-year career at the Miami-Dade State Attorney’s Office. For most of that time, he served as Chief of the Public Corruption Division where he oversaw the investigation and prosecution of crimes committed by public officers and employees. In addition to the private practice of law and work as an assistant district attorney in Massachusetts, Mr. Centorino served for eight years as an elected city councilman in his hometown of Salem and worked briefly as a congressional aide.
The graduate of Tufts University and Boston College Law School is a frequent lecturer, speaker and panelist on corruption and ethics-related topics. He has served as an instructor of Professionalism & Ethics at Florida International University and is often asked to testify before local and state grand juries, advisory boards and governments. Mr. Centorino serves on the Florida Bar Professional Ethics Committee and has been admitted to practice before the U.S. Supreme Court.
Richard Grosso Richard Grosso is a Professor of Law at the Shepard Broad Law Center at Nova Southeastern University in Ft. Lauderdale, Florida, where he teaches land use and environmental law, and directs the Environmental and Land Use Law Clinic. Professor Grosso is a widely recognized legal expert and policy advocate with 24 years of experience litigating and advocating on state-wide and south Florida environmental issues. His teaching and legal practice specializes in land use, growth management and environmental policy and permitting issues.
Professor Grosso is the former Executive Director and General Counsel of the Everglades Law Center, Inc., (ELC) a public interest law firm which represents citizens and environmental interests in environmental and land use matters concerning the Florida Everglades, Florida Keys and the south Florida ecosystem in general. He is also a former Legal Director for 1000 Friends of Florida, and attorney for the Florida departments of Community Affairs and Environmental Regulation. During a 24 – year litigation and appellate practice, he represented numerous public interest clients and the state of Florida in administrative and judicial proceedings. He frequently appears before local governments and other bodies concerning land use and environmental issues.
Mr. Grosso has won major awards for his work on behalf of Florida's environment. In 1995 he was named Individual of the Year by the Key West environmental group Last Stand, in 1997 was presented with the Hal Scott Memorial Award by the Florida Audubon Society for legal advocacy on behalf of the environment, in 1999 was named the Florida Wildlife Federation's Conservationist of the Year, in 2000 was granted the Public Service Award by the Martin County Conservation Alliance and was named Environmentalist of the Year by CityLink Newspaper (Broward & Palm Beach Counties). In 2002, he was named Conservationist of the Year by the Everglades Coalition and the Audubon Society of the Everglades. In 2003, he was named Conservationist of the Year by the Marshall Foundation, and in 2005 was awarded the Sierra Club Florida chapter’s William K. ‘Red’ Howell Legal Services Award and was named the Most Effective Environmental Lawyer in south Florida by the Daily Business Review. In 2008, he was awarded the Bill Sadowski Memorial Public Service Award by the Florida Bar, Environmental and Land Use Law Section, and was given the Polly Redford Citizens Service Award or his legal work on behalf of the environment by the Tropical Audubon Society. In 2009, he received the Urban Environmental League’s Orchid Award for Lawyers Who Make a Difference.
Mr. Grosso received his B.S. and J.D. from Florida State University.
Richard Lubin Richard G. Lubin graduated from Boston University in 1970. He served as president of the 30,000 member student body during the 1969-1970 school year. He graduated from Georgetown Law School in 1974 and has practiced criminal defense law in Palm Beach County since then.
Richard has been a fellow of the American Board of Criminal Lawyers since 1989. In 1999- 2001, he was its president. He has been a member of the National Association of Criminal Defense Lawyers since 1983 and served on the Board of Directors from 1989 to 1994. Richard has served as chairman of the National Association of Criminal Defense Lawyers' Continuing Legal Education Committee and Lawyers Assistance Strike Force. For many years, he served on the faculty of the National Criminal Defense College which teaches trial skills to criminal lawyers. Richard has also served on the Board of Directors of the Florida Association of Criminal Defense Lawyers and as President of the Palm Beach Association of Criminal Defense Lawyers. He served as chairman of the Palm Beach County Criminal Justice Commission in 2000 and 2001 and as President of the Palm Beach County Legal Aid Society for 13 years. Additionally, he has served on the Florida Bar Grievance Committee, the Palm Beach County Judicial Nominating Commission and on the United States Magistrate Judge Selection and Retention Panel for the Southern District of Florida.
Richard has successfully defended clients throughout the country. His practice includes charges ranging from complex white collar defense such as healthcare fraud, honest services fraud, mail and wire fraud, securities fraud, income tax fraud, RICO, money laundering and conspiracy, to homicide (including death penalty cases), narcotics violations, traffic homicide cases such as DUI manslaughter, and sex offenses. He is known for having an expertise in the defense of professionals such as doctors, lawyers, corporate executives, professional athletes and educators. Although many of his cases are "high profile," most are not.
Frank Palen AICP Frank S. Palen is a Partner in the law firm of Caldwell Pacetti Edwards Schoech & Viator LLP in West Palm Beach, Florida where he represents several special purpose local governments and practices in the areas of special districts, land use, land development and real estate. His firm specializes in representing local government special districts (including a variety of improvement, drainage and community development districts throughout Florida) and financing of public infrastructure. From 1984 to 1989, Mr. Palen served as in the Palm Beach County Zoning Division, including Director of Zoning. Thereafter, he was in-house counsel for several large land development companies and has practiced law with several leading law firms. An urban planner with experience in such diverse areas as air quality, parks and recreation, urban design, historic preservation and neighborhood housing revitalization, Mr. Palen was admitted to the American Institute of Certified Planners (AICP) in 1999. From 1994 to 2002, he served as a member and Chair of the City of Lake Worth Planning & Zoning Board, where he was principal author of the City’s Historic Resources Preservation Code.
Frank served as staff to the U.S. National Commission on Neighborhoods (1979), as Lecturer in Law at the State University of New York at Buffalo, as an Adjunct Instructor in the School of Urban and Regional Planning at Florida Atlantic University, and as a Lecturer for the Florida Trust for Historic Preservation. He was admitted to the practice of law in Florida (1989), New York (1976) and Washington State (1974). He received his B.A. (cum laude) from Allegheny College in 1969 and his J.D. (cum laude) from the State University of New York at Buffalo in 1974.
Bobby Powell Bobby Powell is a newly elected Florida State Representative for District 88. For the past four years Mr. Powell has served as the Legislative Assistant to State Representative Mack Bernard. His previous positions include working in the City of West Palm Beach Planning Department, and with the Department of Community Affairs in Tallahassee. In addition, Mr. Powell remains active in the community serving on several boards and coaching youth football and track and field.
Mr. Powell earned a Bachelor of Science in Journalism (Magna Cum Laude) from Florida A&M University and his Master’s of Science in Urban and Regional Planning from Florida State University.
