Susan Goodwin is managing principal of Goodwin Consulting Group, Inc (GCG). She has an extensive background in public finance and real estate economics, having been involved in the evaluation and implementation of hundreds of public facilities financing districts and programs. She specializes in the preparation of Mello-Roos special tax formulas and the annual administration of Community Facilities Districts. She is a frequent speaker and panelist at Mello-Roos courses and seminars sponsored by the UC Davis and UCLA Extension programs, California Debt and Investment Advisory Commission, League of California Cities, American Planning Association, and Coalition for Adequate School Housing.

Chris Lynch represents California public agencies as bond counsel and disclosure counsel and represents regional and national investment banks as underwriter's counsel in Mello-Roos special tax, property assessed clean energy, special assessment, tax increment, utility revenue, lease and 501(c)(3) financings. Prior to joining Jones Hall in 1994, Chris practiced real estate and land use law as well as municipal bond law, and served as a law clerk to Justice Stanley Mosk on the California Supreme Court (1989-1990).
