Land Use & Development Planning Near Transmission Pipelines in North DakotaUS DOT PHMSAOnline, ND Free event This webinar is provided by the National Association of Counties (NACo) and the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety (OPS) to promote the recommended land use practices described in the Pipelines and Informed Planning Alliance (PIPA) Report: Partnering to Further Enhance Pipeline Safety in Communities Through Risk-Informed Land Use Planning: Final Report of Recommended Practices.
This session focuses specifically on planning with regard to transmission pipelines in North Dakota. Members will learn the basics of energy pipeline operations and maintenance, facilities, and products transported. They will gain an understanding of the risks and benefits pipelines pose to the community. Members will learn specifics about the pipelines, and pipeline operators in North Dakota and the agencies that regulate them at the Federal, State and local level. They will learn the role that local governments can play in improving pipeline safety. Additionally they will learn risk based practices for land use and development planning near transmission pipelines. They will be provided with examples of good and poor development near pipelines and well as the location of additional technical information and financial resources to support their efforts to improve safety of the community and the built environment near pipelines.
The presentation will also provide information about Virginia Department of Emergency Management's recent enhancement to the state Hazard Identification and Risk Assessment (HIRA) to address pipelines.
Members will learn of resources for local governments to prepare for pipeline emergencies.
More Instructors: Julie Halliday Julie Halliday is Senior Program Manager for the Pipeline and Hazardous Materials Safety Administration and is located in Washington, DC. She works with pipeline safety stakeholders to promote recommended practices for land-use planning and development near transmission pipeline which were developed by the Pipelines and Informed Planning Alliance (PIPA). As PHMSA contractor, Julie facilitated PIPA’s Protecting Transmission Pipelines team. Julie has many years of experience in the natural gas industry in engineering, operations & maintenance, and construction. She has a B.S in Civil Engineering from University of Illinois and an A.A.S. in Information Systems Technology from Northern Community College.
