APA-FL 11th Annual Public Policy Workshop: Afternoon SessionsAPA Florida ChapterTallahassee, FL Public policy is the backbone of comprehensive planning. In Florida where comprehensive planning is governed by statewide legislation, planners need to be involved in the public policy arena. This workshop provides an in depth discussion of a number of emerging policy issues and legal issues in Florida that need to be addressed for the future.
More Instructors: Nancy Stroud AICP Nancy Stroud, ESq., AICP, is a partner with the law firm of Lewis, Stroud & Deutsch. She is a member of the APA Amicus Committee and a member of the APA Florida Legislative Policy Committee. Her main areas of practice are land use, zoning, government law, and constitutional law. She received her B.A. from Indiana University and her J.D. from the University of North Carolina. Nancy Linnan Nancy Linnan, Esq., is a Shareholder with Carlton Fields and is the Firm-wide Government Law and Consulting Practice Group Leader and the Tallahassee Office Managing Shareholder. She practices primarily in the area of Environment/Land Use and Administrative Law and Government Consulting. In the Growth Management area, she works with Developments of Regional Impact, Comprehensive Plan Amendments, Sector Plans and local land use approvals and infrastructure funding and approvals. All involve proportionate share agreements. She is a past Assistant Secretary and General Counsel for the Department of Community Affairs, Florida's former state land planning agency. She currently serves as Chair of the Florida Chamber of Commerce Growth Management Leadership Task Force and is listed in the latest editions of Florida Trend Magazine’s Florida Legal Elite, The Best Lawyers in America and Florida Super Lawyers. Charles Pattison FAICP Charles Pattison, FAICP, has served since 1998 as the President of 1000 Friends of Florida. Previously, he was the Director for the Division of Resource Planning and Management at the Department of Community Affairs from 1992 to 1998. From 1989 to 1992, he worked as a Field Representative for The Nature Conservancy’s Virginia Coast Reserve. Between 1983 and 1989, he opened the DCA Florida Keys Field Office in Key West, served as the Monroe County Planning, Building and Zoning Director, and was the first executive director of the Monroe County Land Authority. Charles also has also served as a planning director in coastal North Carolina and spent five years with the North Carolina Office of Coastal Management in beach access and coastal permitting work. A North Carolina native and an Eagle Scout, he received an undergraduate degree from N.C. State in Raleigh and a Masters in Regional Planning from the University of North Carolina. He spent six years working on coastal development issues in North Carolina before moving back to Florida. A member of the American Institute of Certified Planners, he serves on the Florida Conflict Resolution Consortium Advisory Council, Betton Hills Neighborhood Association, Tallahassee/Parkway YMCA Board of Directors, and Apalachee Land Conservancy. He is a graduate of Leadership Florida, Class 18. In 2005, Charles was appointed by Senate President Tom Lee to a four year term on the Century Commission for a Sustainable Florida. He has also recently been appointed to the Florida Energy Commission’s Climate Change Subcommittee and the Governor’s Climate Action Team which is developing a state climate action plan. (56 Ratings)
