2013 SCAPA Spring ConferenceAPA South Carolina ChapterGreer, SC SCAPA will convene its spring conference on March 22, 2013, at the Canon Center in Greer, South Carolina. The historic structure is part of the City Hall complex which includes a park with a water fountain, a large lawn and an amphitheater. Conference sessions will cover the following topics: regional collaboration in the upstate; academic master planning; South Carolina State Ports Authority and Inland Port, and manufactured homes and affordable housing.

primary components, demonstrate the benefits of creating such a plan, and show applications through
Greenville Technical College’s recent academic master planning process. Strategies developed will be outlined and methods for applying lessons learned in China to local governments in South Carolina will be explored. Instructors: Rick Danner Rick Danner is serving his fourth term as mayor of the City of Greer. His tenure has covered one of the most progressive periods in the city’s history, including unprecedented industrial and commercial growth and construction of the city’s magnificent new Municipal Complex, which includes a three-story City Hall, a Police and Courts Complex, and the 12-acre Greer City Park to serve the community.
Mayor Danner is recognized as a leader at the state level, as delegates at the Municipal Association of South Carolina’s 68th Annual Meeting unanimously elected him as president of the MASC Board of Directors for 2008-09. Danner stepped down as a member of the association’s board of directors in 2012 having completed 10 years on the board, three of those as its immediate past president.
He accepted MASC’s highest honor for municipal officials, the Allison B. Farlow Award, for “contributing significantly to the advancement of municipal government in South Carolina.” The award has been presented just 16 times since it was established in 1975.
A native of Knoxville Tenn., his family moved to South Carolina, where he completed high school in Florence and earned his B.S. from Clemson University. He worked as a landscape designer for Harold Weldon and Associates in Cheraw, S.C. and Oconee Nurseries in Greenville, S.C. before opening Danner Landscape Management, Inc. He owned and operated the full-service landscape design and construction firm for more than 20 year before joining the administration at Greer State Bank in 2002. He currently serves as the Vice President of Human Resources and Security.
Mayor Danner is married to Greer native Rita Howell Danner. They are the parents of two sons, Sam and Jacob, and reside in downtown Greer where they attend church and are active in community activities. | |

Planners are also now realizing that older zoning ordinances that treat manufactured homes like the old metal “trailers” from the seventies have closed off some areas to redevelopment and result in lack of affordable housing. Additionally, mortgage underwriting standards have tightened up greatly in recent years, making manufactured homes the only ownership choice available to some residents. This session will educate planners on newer manufactured home types and the variety of tools allowing them to use manufactured homes as urban infill and for inclusion in more populated areas, while still achieving local community goals for growth and livability. Instructors: Allen Hutto Allen Hutto is the General Counsel and Director of Government Affairs for the Manufactured Housing Institute of South Carolina. He has been representing MHISC before Planning Commissions and Councils since 2004. He also represents MHISC at the Statehouse. | |

Learn about Ten at the T ... more Collaboration between local governments can be challenging in today’s highly competitive marketplace of industry, ingenuity, and ideas. Learn about Ten at the Top, an organization that works to foster cooperation and collaboration between leaders in the ten-county region of Upstate, South Carolina. Process, lessons learned, success stories, and the potential for transferability to other regions of the state will be explored. Instructors: Dean Hybl Dean Hybl was named Executive Director of Ten at the Top in January 2010. Since arriving in the Upstate, he has directed the effort to create a Shared Upstate Growth Vision for the 10-county Upstate South Carolina region. More than 10,000 people across the region were involved in developing the "Our Upstate Vision", which was unveiled on April 27, 2011. Hybl is now overseeing all organizational activities and coordinating the development of five new Our Upstate Vision Task Forces each focused on one of the areas addressed in the regional vision: Human Potential; Economic & Entrepreneurial Vitality; Sustainable Growth; Natural Beauty & Resources and Community Vibrancy. TATT was recognized by the Alliance for Regional Stewardship (ARS) as a finalist for their prestigious 2011 Organizational Champions Award. He currently serves on the ARS National Advisory Committee. Hybl was also recognized by Greenville Business Magazine as one of Greenville's 50 Most Influential for 2010, 2011 and 2012. Prior to joining Ten at the Top, Dean spent five years promoting regional collaboration in the Central Florida area. Before joining myregion.org, Dean spent 15 years as a Sports Information Director and Assistant Director of Athletics in college athletics. Alissa Ritzo-Duncan Alissa Ritzo Duncan was named Program Manager of Ten at the Top in January 2013. She will be responsible for coordinating the programs based on the five driver areas addressed in the Shared Upstate Growth Vision: Human Potential; Economic & Entrepreneurial Vitality; Sustainable Growth; Natural Beauty & Resources and Community Vibrancy. Prior to joining Ten at the Top, Alissa worked with Spartanburg Area Transportation Study (SPATS) and the Spartanburg County Planning and Development Department. While working with SPATS and Spartanburg County Planning and Development, Alissa led the development of the Government Operations Emissions Inventory which provided a basis for big savings in energy use and resources for the organization. Duncan also led SMART Upstate which is a project that seeks to engage transportation, business, and economic development players to identify opportunities in the transportation system and partner to implement creative solutions for them. Alissa also led air quality efforts and assisted in developing the Transit Master Plan, the Tourism Action Plan, and the Bicycle and Pedestrian Master Plan. In 2002, Alissa graduated from the University of South Carolina, where she earned her Bachelor of Arts in Anthropology. Duncan continued her education at Clemson University, earning her Master’s Degree in City and Regional Planning in 2010. | |

With major projects under way, such as the inland port in Greer, the new container terminal at the former Navy Base in Charleston, and the future deepening of the harbor, the SCPA is making steps to ensure that the state’s port system continues to drive economic development for South Carolina. Today, port operations facilitate one in every 11 jobs statewide while contributing around $45 billion in annual economic impact. Instructors: Jack Ellenberg Jack Ellenberg is Senior Vice President, Economic Development & Projects, responsible for the recruitment and location of port-dependent projects as well as the expansion of port-user businesses across the state. Mr. Ellenberg also oversees the South Carolina Inland Port in Greer, South Carolina.
Mr. Ellenberg previously served as Deputy Secretary for New Investment at the South Carolina Department of Commerce. Ellenberg was named Southern Business & Development's "Person of the Year" for his work on Boeing's new $750-million 787 Dreamliner assembly operation in the Charleston area. In December, 2010, Governor Mark Sanford awarded Ellenberg the Order of the Palmetto, the state's highest civilian honor, for his service to the citizens of South Carolina.
Mr. Ellenberg holds bachelors and masters degrees in history from Clemson University. He joined the Ports Authority in January 2011 as Vice President, Cargo Development, and was promoted to his current position in the fall of 2012. | |
