The City of Sparks is issuing a Request for Proposals (RFP) for consulting services to evaluate existing policies, zoning regulations, and underutilized properties and identify opportunities to advance housing affordability. Accordingly, the City of Sparks is inviting consultants to respond to this RFP. Included in this RFP is a draft scope of potential services and tasks and other information describing this potential opportunity.

The selected proposer will be responsible for preparing a report with recommendations for new and/or modified policy approaches, options to amend zoning regulations, and an assessment of underutilized properties aimed at increasing affordable housing options in the City of Sparks. This report will serve as the basis for future amendments to the City of Sparks Comprehensive Plan and Zoning Code.
