Daniel Lauber, AICP Attorney/Planner
Bringing the best of planning and law together, Planning/Communications has been solving the toughest planning, zoning, affordable housing, and fair housing issues since 1979. Our work has won four awards from national APA and APA chapters. In addition to the usual activities planning consultants provide, Planning/Communications offers cities, counties, and states these unique services: * Conduct studies of housing needs and guidance on techniques to preserve existing affordable housing and generate new housing to households with modest incomes * Conduct the analysis of impediments to fair housing choice (AI) required of CDBG recipients -- visit our website to download the award-winning, innovative, and highly-praised AI we conducted for Naperville, IL * Design and conduct random sample citizen surveys and housing needs surveys -- using scientific methods that most recently produced a 66% response rate * Revise zoning ordinance provisions for community residences for people with disabilities (group homes, halfway houses, recovery communities) to comply with the nation's Fair Housing Act * Provide planning and legal services such as developing land–use regulations and comprehensive plans for municipalities; site selection; developing affordable housing policy and programs; and public relations and communications * Turn local government studies, plans, and zoning codes into clear, understandable, and easy-to-read documents that a lay person can understand without hiring an attorney For the development community, Planning/Communications: * Devises and implements strategies to win zoning approval for developments of all sizes and types that can generate neighborhood opposition. We have successfully prevented or neutralized neighborhood opposition countless times. * Provides legal representation of applicants before local zoning bodies, including land uses such as group homes, recovery communities, and other developments that often generate substantial neighborhood opposition. * Serves as an expert witness before local zoning bodies and in court cases. Planning/Communications also builds, upgrades, and fixes Windows computers.
