Consultant – Audit of City/County Planning Department

We are currently conducting an audit of the Metropolitan Nashville Planning Department. We are considering the use of a consultant with experience in city planning processes and procedures to aid in our efforts.

• Discuss experience and qualifications related to city planning process review;
• List current or previous clients that you have performed city planning process review work for;
• List any professional memberships and/or certifications that you have;
• Stated whether you are independent in all respects of the Metro Nashville Planning Department and its leadership team.

Price quotes for the following scenarios:
a) Forty (40) hours of consulting and analysis work related to the planning process and its procedures used to process/approve applications, best practices, and ranges and norms of applications processed; if all of your analysis was performed off-site by phone conferences, document review, telephone interview, email exchange, fax transmissions, etc. so that no travel would be required. Your review and analysis will result in written documents, charts and graphs provided to Metro Nashville that will then be incorporated in whole or in part into an audit report by the Metro Office of Internal Audit, which will include references to your assistance. Tentative dates for the performance of the forty hours is between September 23, 2013 and October 31, 2013.
b) An hourly, ad-hoc rate applicable to the purchase of hours of consulting and analysis work as described above in (a), when purchasing less than forty (40) hours of such services.
c) Forty (40) hours of consulting and analysis work related to the planning process and its procedures used to process/approve applications, best practices, and ranges and norms of applications processed; if 24 hours of your analysis was performed off-site by phone conferences, document review, email exchange, fax transmissions, etc. and the remainder, 16 hours, was performed on-site in Metro Nashville over two days. Include your own travel cost in this quote. The review and analysis will result in written documents, charts and graphs provided to Metro Nashville that will then be incorporated in whole or in part into an audit report by the Metro Office of Internal Audit, which will include references to your assistance. Tentative dates for the performance of the forty hours is between September 23, 2013 and October 31, 2013 with the single on-site visit during the month of October 2013.
d) In addition to the above, provide any alternative quotation method that you believe would be feasible.
