The Tri County Council for Southern Maryland (TCCSMD) is seeking a qualified consulting firm experienced in conducting Joint Land Use Studies (JLUS) for the preparation of a JLUS for counties and municipalities surrounding Naval Air Station Patuxent River (NAS PAX), Webster Field and the Inner Range of the Atlantic Test Range (for the purpose of this RFP, these facilities will be called NAS PAX).

The Tri-County Council for Southern Maryland (TCCSMD) is a cooperative regional planning and development agency whose purpose is to foster the social and economic development of the Southern Maryland Region comprising Calvert, Charles and St. Mary's Counties. As a partnership of State and local government established more than forty years ago the TCCSMD serves as a forum for the resolution of region-wide issues and the attainment of regional goals by:

• Providing a framework for cooperation and coordination among the elected, civic and business leaders of the Region;
• Undertaking action programs that focus local, State and federal resources in a comprehensive strategy to enhance the quality of life of all the people of Southern Maryland; and
• Initiates and coordinates plans and projects which foster the physical, economic and social development of the Region.

In carrying out these responsibilities, the TCCSMD also serves as an informational and data source, and is an advocate for the region's interests and priorities at the federal and State levels, qualifies the region for federal and State assistance, and develops programs to meet region-wide needs and goals.
