Assessment of AICP Ethics Program

This document should be considered a draft for discussion purposes only.

With the expressed goal to strengthen the AICP Ethics program, the AICP Commission approved and budgeted for a study to provide an independent assessment of the Code of Ethics and suggest appropriate actions. To provide context, AICP recently received two other reports: "The Management and Organizational Audit of AICP" conducted by Paul Zucker, FAICP, and a report entitled, "A Review of the AICP Examination" by Dr. James Spencer, FAICP. Just as these reports provided a review of the AICP Department and the examination process, respectively, we sought the equivalent level of assessment of the AICP Ethics Program.

Below is the action the AICP Commission took to establish a timeline for action on the recommendations of the Salkin Report. On April 14, 2002, the AICP Commission approved the following:

  • to acknowledge receipt of the draft report prepared by Patricia Salkin and commend her on a job well done,
  • when the final report is received after minor errors are corrected and it will be referred to the Ethics Committee Plus (including Carol Barrett, FAICP, and Jerry Kaufmann, FAICP) and to the Commission,
  • the Ethics Committee is charged to review the draft, to identify additional issues from the draft report and to hold a conference call to provide additional issues to staff,
  • staff will prepare a report that addresses all issues identified in the report along with issues identified by the Ethics Committee Plus,
  • the Ethics Plus Committee will hold working sessions during the summer of 2002 and prepare final recommendations for AICP Commission review at the fall 2002 leadership meeting,
  • the AICP Commission will approve the draft in January 2003 at its Winter Meeting for mailing to all leadership and posting upon the APA/AICP website,
  • an open forum will be held at the 2003 APA/AICP Conference in Denver,
  • the AICP Commission will approve final amendment language via conference call, direct publication for action in fall of 2003 and
  • engage in final adoption of amendment to the Ethics Code at the fall 2003 leadership meeting.
