Definitions Matter: Court Cites PAS Report in Decision

The Federal Court of Appeals for the Third Circuit has cited and quoted A Glossary of Zoning, Development, and Planning Terms (PAS Report No. 491/492), edited by APA researchers Michael Davidson and Fay Dolnick, in a May 2004 decision.

The case, Lighthouse Institute for Evangelism, Inc. v. City of Long Branch, involved an unsuccessful challenge to Long Branch, New Jersey's zoning under the federal Religious Land Use and Institutionalized Persons Act of 2000 (RLUIPA).
