The City of Lakewood is seeking an experienced Director of Planning and Development. The Director of Planning and Development specializes in planning issues for the City of Lakewood and oversees the daily operations of the Planning Department and the Division of Community Development. The Director should be a dynamic and visionary leader with experience creating and implementing plans that positively shape a community. The Director leads a team of experienced professionals. The individual will represent the City to citizens, outside agencies and partners. The Director is a member of the City's Leadership Team, reporting directly to the Mayor. The ideal candidate will have demonstrated leadership success in a similarly sized and complex organization.

ESSENTIAL JOB FUNCTIONS:

Plans, organizes and manages planning and economic development programs and staff, serves as a member of the Mayor's cabinet, plans and assigns work, coaches, counsels, trains and evaluates work performance.

Administers, interprets and explains policies, rules, regulations and laws to organizations and individuals.

Develops, plans, organizes, and administers policies and procedures for organization to ensure administrative and operational objectives are met for planning, economic development and revitalization of the program. Develops procedures for the identification, study and proposal of recommendations pertaining to development and revitalization opportunities.

Prepares and implements an economic development strategy for the City. Oversees all aspects of the Planning Department and Division of Community Development, including preparation and administration of department budget. Promotes development opportunities to the private sector; identifies and develops resources and tools to promote economic development, identifies the interests and priorities of businesses already located in the City to assure appropriate and adequate public support for business needs. Greets and assists investors, developers, and citizens interested in developing property for commercial or residential use.

Serves as technical advisor to the Mayor, City Council, Board of Zoning Appeals, Architectural Review Board, Planning Commission, Citizens Advisory Committee, Heritage Advisory Board and Loan Approval Board.

Represents the City's economic interests on appropriate local and regional committees and organizations, including but not limited to, LakewoodAlive, Chamber of Commerce, First Suburbs Consortium, etc.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

A Master's Degree from an accredited college or university in economic development, planning, business or public administrations, or related field; and,

Ten (10) years of increasingly responsible administrative and supervisory experience in planning and economic development; or

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

American Institute of Certified Planners (AICP) or American Society of Landscape Architects (ASLA) or Licensed Architect or

Leadership in Energy and Environmental Design (LEED) Associate or comparable professional licensure; preferred

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

The theory, principles and techniques of the planning profession and development process including land use regulation and issues, housing, transportation, infrastructure, economics, physical design, administration, and finance. Knowledge of federal, state and local laws, rules, codes and regulations associated with planning and economic development activities and of principles of personnel management, including supervision, training and performance evaluation; communication of plans and data both visually and orally and the methods and techniques of research and analysis.
