The City of Austin seeks to fill the Assistant Director of CAMPO (Capital Area Metropolitan Planning Organization), an executive level position, to assist the Director in the planning, operation and administration of the Capital Area Metropolitan Planning Organization (CAMPO). The ideal candidate will bring extensive experience in urban and regional transportation planning, project development and project management, contract management to award and monitor project contracts and performance, and experience in state and federal program reporting. The successful candidate will have extensive managerial/executive experience in leading land mentoring a team of professionals; and, the in developing and building alliances and strong working relationships with City officials, agencies and the general Public. The Assistant Director will manage the day to day activities for a staff of 17 employees and a budget of $3.0 million.
CAMPO's two main purposes are to coordinate regional transportation planning among Bastrop, Burnet, Caldwell, Hays, Travis and Williamson counties, numerous cities, and transportation providers in the Central Texas region; and to approve the use of federal transportation funds. The ideal candidate for this position will bring knowledge and experience in:
▫ Transportation: Advanced principles and practices of urban and regional transportation planning, project development and project planning with thorough knowledge of current legislation and recent developments in the field
▫ Project Management: The development of the Long Range Transportation Plan (20+ years), and the four-year Transportation Improvement Program (TIP) multimodal regional transportation plans that address regional transportation challenges and assists in the continuation of transportation improvements that are environmentally safe for our communities
▫ Contract Management: Coordinates transportation projects from planning, award, and monitoring of performance standards from inception to completion. Coordinates projects with federal, state and local governments
▫ Strategic Planning: Knowledge of strategic planning to assist in developing funding opportunities for the future of CAMPO with the ability to generate new and innovative approaches to regional problems, including financing of regional transportation projects
▫ Project Development: Understands the approval process for the use of federal and state transportation funds; understand project agreements, and the TxDOT letting process; and as the ability to move mobility projects that are environmentally sound
▫ Leading People: A seasoned leader in hiring, mentoring, and developing qualified staff and a diverse workforce; and the ability to measure success by outputs, setting high standards of performance in a team environment
▫ Business Acumen: Builds alliances and collaborates with local, regional, state and federal officials, partners with jurisdictions to address issues facing the region, and is known and respected for leadership in promoting regional solutions to challenges based on a shared vision
▫ Budgeting and Project Reporting/Analysis: Understands budgets, data and analysis, forecasting and travel demand modeling, and oversees research and analysis of studies, and prepares reports to formulate sound and effective recommendations
Position requires graduation from an accredited four year college or university in Urban or Regional Planning, Transportation Planning, Engineering or in a field related, plus five (5) years of related experience, two (2) years of long-range planning activities, which were in a managerial or executive capacity. Master’s degree may substitute for the required experience up to a maximum of two (2) years.
