The Southwest Washington Regional Transportation Council (RTC) services three counties, Clark, Skamania and Klickitat, known for their exceptional beauty and healthy lifestyle. This spectacular area is one of the fastest growing regions in Washington and provides a playground for just about every kind of summer and winter outdoor recreation imaginable. RTC offices are located in Vancouver, which is the fourth largest city in the state and forms part of the Portland (Oregon)-Vancouver metropolitan area. Clark County is largely urban in character with downtown Vancouver and Portland, Oregon, separated by a distance of less than ten miles. Klickitat and Skamania counties are more rural in character and are known for their outdoor recreation, festivals and small town atmosphere.
RTC is the state-designated Regional Transportation Planning Organization (RTPO) for the three-county area, and is the Metropolitan Planning Organization (MPO) for the Clark County, Washington, portion of the larger Portland (Oregon)/Vancouver urbanized area. RTC operates with an annual budget of $1.38 million and 9.5 FTEs, including a part-time accountant, two administrative positions, and six professional planning positions. RTC's Board of Directors includes elected representatives from all three counties, all the cities and ports, five legislative districts, C-Tran, WSDOT, ODOT (Portland) and Metro (Portland).
Under the direction and guidance of the Board, the Executive Director is responsible for the overall planning, organizing, and directing of all services of the RTC, including staff support to the Board, general administrative functions, and management of planning and programming projects and activities. The Director is also accountable for the financial integrity of RTC.
A bachelor’s degree from an accredited college or university in transportation, regional planning or other similar field of study is required. A master’s degree is preferred. Five to seven years of experience in regional transportation planning, public administration, or related private sector fields, and five years of direct supervision or management of a work unit requiring budgetary responsibility is preferred.
