(2) SENIOR PLANNER/ANALYST, REGIONAL PLANNING, PERFORMANCE MONITORING AND GOODS MOVEMENT
Seniors are expected to successfully execute responsibilities and duties by supervising reporting staff, consultants and other resources assigned to their functional unit. New and different project or functional assignments may be assigned to Seniors in an effort to keep up with the section's changing program and duty requirements. The Senior position requires an individual with a strong understanding of the section goals and objectives, and subject-matter expertise who can successfully supervise daily unit operations, review and evaluate work methods and procedures, and suggest improved processes and procedures in support of the section's business goals and objectives. Senior level employees participate as members of the section's management team.
This recruitment is to hire two senior planner/analysts. Work responsibilities will include regional planning, performance monitoring and goods movement, with duties assigned to each position based on experience. Under the direction of the Principal, Environmental & Sustainable Communities, these positions are expected to lead major regional planning initiatives. Planning initiatives include the long range regional transportation plan/sustainable communities strategy, performance measurement and monitoring, and regional freight efforts. These positions are expected to represent MTC and regional planning interests at the state and federal levels, and to actively participate in various sub-regional work occurring at the county and local level. The individuals are expected to have the analytical ability to review and analyze transportation systems planning and project development issues including air quality and land use considerations; work closely with stakeholders in the region including Caltrans, regional agencies both within and outside of the Bay Area, Congestion Management Agencies, ports and the private sector, including railroads, and cities and counties, as appropriate for the individual position; to provide policy and funding recommendations; to participate in various additional regional planning activities as needed; to coordinate assigned activities with other MTC planning functions and Sections, the Executive Office, Agency Committees and Commission, and all outside partners and constituents; and to provide highly responsible and complex management support to the Section Director, Planning.
SKILLS AND ABILITIES:
Individuals at the Senior level at MTC are expected to have the ability to:
Be a strong team leader with strong analytical, problem-solving, organizational and interpersonal skills; supervise reporting staff; monitor, evaluate, direct and participate in the training of staff.
Communicate clearly and concisely, both orally and in writing, distilling detailed project and function concepts into compelling, relevant and understandable presentations.

Meet unit and section goals, and assist in the section's meeting organizational goals and performance expectations. Have the ability to set objectives and goals; scope out length and difficulty of projects; break down work into the process steps; develop schedules and task/people assignments; anticipate and adjust for problems and roadblocks; measure performance against goals and evaluate results.
Manage complex unit and project budgeting and expense monitoring.
Participate in and execute complicated procurements and vendor selection processes, and manage vendor and consultant relationships.
Build effective relationships, make timely decisions, interpret and communicate management directives, understand technology requirements, understand best practice organizational business operations, get results and achieve goals.
Apply a combination of broad supervisory and project/program manager skills and technical knowledge of all job aspects.
Work directly with Section Directors, senior managers, staff and outside business partners, consultants, and contractors.
Work safely and follow regulatory and MTC policy and processes; represent Agency business decisions and actions accurately.
Education: Completion of a Master's degree from an accredited college or university, in an appropriate discipline, such as public policy, urban and regional planning, transportation planning, and/or related planning and funding fields preferable. Minimum of a Bachelor’s degree required. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: Must have a minimum of five years of recent progressive and verifiable professional experience in transportation planning.
Knowledge of: The principles, practices, and techniques of transportation planning and project management; transportation financing and programming; data collection and analysis best practices; performance monitoring and analysis; and project planning and budgeting.
