Capital Planning Manager’s primary responsibility is to coordinate planning and assessment of capital improvement projects in conjunction with Capital Planning team and client groups. Comprehensive project assessment will include: developing an understanding of project functional requirements, construction scope, design concepts with clients; creating and refining preliminary budgets and schedules; evaluating operational impacts of the project, including cost and revenue; understanding impact on other service units, i.e. IT, food service, etc. Work will be done by facilitating a team that may include a Facilities project manager, outside design or construction experts. Assessment process includes considering options for accomplishing project goals Develops concise written assessments of individual capital improvement projects with strengths and risks highlighted; Provides planning support and technical expertise to University client groups and campus administration; Works in collaboration with Campus Planning and Development and Facilities departments to advise campus leadership about capital projects and associated tradeoffs.
Bachelor’s degree with significant coursework in architecture, planning, or related field and five years of experience preferred; or an equivalent combination of education and experience. Proven ability to gather data and background information through appropriate consultation and to provide comprehensive analyses of multi-faceted issues, particularly under tight time constraints; Basic knowledge of building regulations helpful; ability to inspect and determine the adaptability and understand order of magnitude cost parameters for renovation of existing structures; Detail orientated, with demonstrated ability to work with a high level of independence to set priorities and meet deadlines. Excellent interpersonal and communication skills including the ability to work effectively with faculty, vendors, staff and users at all levels to achieve outcomes. Preferred experience, knowledge of educational facility planning, lab renovation, space utilization, and capital funding mechanisms; Familiarity with database products, i.e. Archibus, e-Builder, etc.
