The Lewis & Clark County Community Development & Planning Department invites applications for a Deputy Director to assist in developing and implementing the Growth Policy to manage the physical development of the unincorporated areas of Lewis & Clark County; in the administration and enforcement of County ordinances and regulations; in providing assistance and information to committees, commissions, and the general public; and in managing daily operations of the department. This position is located in Helena MT, listed as one of the top 100 places to live in the US by Livability.com.
EXAMPLES OF DUTIES INCLUDE:
Provides staff assistance to the Community Development & Planning Director; participates in providing technical presentations to the Chief Administrative Officer, Board of County Commissioners, City-County Planning Board and various groups and agencies. Serves as liaison for the department with other County and City departments, contractors, builders, engineers, developers, architects, a variety of outside agencies and the general public in acquiring and providing information and coordinating services and activities; negotiates and resolves significant and controversial issues.
Plans, directs, coordinates, and reviews the work plan for the department; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures to ensure that correct, efficient, cost-effective, and safe work procedures are followed. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Community Development & Planning Director; directs the implementation of improvements.
As needed per department workloads, reviews applications for zoning and rezoning, conditional-use permits, variances, subdivision plats, and amendments to the zoning ordinance and growth policy. Interprets zoning and related ordinances; prepares drafts of zoning and related ordinances and amendments; receives public comment; presents such amendments to commissioners and other elected officials.
General knowledge of principles and practices of urban and regional planning. General knowledge of county government functions and state statutes affecting local government. Ability to perform complex problem solving operations. Ability to relate to diverse interest groups in coordination of county land use activities. Ability to train and provide work direction and oversight to employees. Ability to communicate effectively in both written and verbal form. Ability to establish and maintain effective working relationships with employees, other departments, and the public. Ability to maintain professional appearance and demeanor.
Bachelor’s degree in planning or closely related field with 3 years of progressively responsible experience in city, county, or regional planning and one year of supervisory experience. Comparable combination of education and experience may be considered.
AICP with Master’s degree in planning or closely related field with seven or more years of experience that includes providing work direction and oversight to employees within the field of planning and zoning administration.
$65,104 - $68,931/year plus excellent benefits and career potential.
