Planning Assignments in Louisiana

URS is in need of planners for assignments in Louisiana. Interested candidates should contact Molly Evancho (office 757-410-8933). Also, please advise if you know of firms who might be willing to participate as subcontractors.

Following is the list of positions that URS is attempting to fill.

Long Term Recovery Planning — LA — Positions for 60 to 90 days

3 — Microsoft Project planners/schedulers.
Must have considerable experience with scheduling complex, inter-dependant activities and have expert level knowledge of designed schedules (one lead and two schedulers).

1 — Environmental Engineer.
Design and plan engineering duties in the prevention, control, and remediation of environmental health hazards utilizing various engineering disciplines. Work may include waste treatment, site remediation, or pollution control technology.

5 —Local Economic Development Planners.
Experience analyzing various background studies, reports, and economic data to assess the state of the local economy. Identify opportunities and challenges from input gathered through meetings with stakeholders, general public, and existing data sources. Identify and write up portions of a recovery plan that is designed to fulfill the goals, strategies and visions identified during the planning process.

Should be familiar with redevelopment principles, community betterment, retention policies, workforce development and quality of life issues. Should be familiar with community-economic development strategies and be able to analyze basic and non-basic economic sectors. Must have good writing skills and come from a background of project management and articulation. Must be familiar with federal, state, local, private non-profit, and private incentive and economic development programs.

2 — Urban and Community Planners.
Experience analyzing land use plans, comprehensive plans, zoning and subdivision regulations, and other planning and management studies, as well as technical support for projects involving economic development, tourism development, strategic planning, community development, infrastructure development, growth management, downtown revitalization, and information technology. Should be able to engage, coordinate, and facilitate various stakeholder meetings from local government departments and agencies, citizen groups, the business community, and non-profits to assess community needs. Needs to be able to translate complex information for diverse audiences. Must be a good writer who can convert technical information into programs, projects, and policies which address a wide range of community needs. The person must be knowledgeable about public sources of funds and be able to develop plans for implementation.

1 — Agriculture Planner.
Should be familiar with agriculture programs and farm development programs, techniques and strategies. Specifically experience w/rice and sugar cane farming.

1 — Historic Preservation Specialists.
Provide historic preservation expertise to assist in the creation of a recovery plan. May utilize specialized knowledge to inform planning projects that involve historic resources. Work requires initiative in combining a broad scope of historic preservation and professional planning skills in order to address the planning needs in a variety of communities. Excellent writing skills a must.

Public Assistance — Orleans Parish, LA — 90 Days

1 — Mechanical Engineer
Able to assess damages to public infrastructure (building systems, utilities, etc.)

1 — TAC Coordinator
Responsible for coordinating status of on-site staff, providing guidance on URS P&P, and providing management oversight for staff.

1 — NEPA Specialist
Responsible for reviewing submitted projects for NEPA and environmental compliance.

Justice Team — Louisiana (Justice facility experience preferred, but NOT required)

2 — Electrical Engineers

Community, Housing, and Transportation Planners

iParametrics, LLC employs a diverse group of highly qualified professionals to assist in recovery efforts from disasters such as Hurricanes Katrina, Rita, and Wilma, among others.

We utilize our team to provide infrastructure support and technical assistance within the government sector, including FEMA.

Prior experience with FEMA, disaster recovery, or community redevelopment is not essential but desirable. The estimated length of deployment is 90 days, after which personnel may be asked to extend or demobilize.

We have the following immediate need for individuals to be deployed to the US Gulf States (primarily LA and MS):

Community Planners: These individuals should have the following experience:

  • Broad land use and community planning experience that ensures community growth and development consistent with county/municipal long term recovery vision;
  • Experience working with local units of government, including elected officials (Board of Supervisors, mayors); and
  • Experience working with local and regional planning departments.

Housing Specialists with Real Estate Development Expertise: These individuals should have the following experience:

  • Experience in real estate development practices, including baseline understanding of land acquisition and leasing principles; and
  • Working knowledge of available federal, state and local housing assistance programs, including but not limited to Housing and Urban Development, U.S. Department of Agriculture/Rural Development and Small Business Administration.

Surface Transportation Planners: These individuals should have the following qualifications:

  • Working knowledge of local, state, regional and federal transportation regulatory authorities;
  • Comprehensive understanding of transportation planning principles, including the DOT 2003-2008 strategic plan;
  • Comprehensive understanding of various planning and financial resources available through DOT's agencies, including the Federal Transit Administration grants program; and
  • Experience with planning and design of various surface transportation systems, including intermodal transit systems.

Applicant should hold an undergraduate degree and a minimum of ten years of experience in their field of expertise

Computer literacy is a requirement.

US Citizenship is a requirement.

Hurricane Katrina and Hurricane Rita Recovery Efforts

The Federal Emergency Management Agency of the Department of Homeland Security is seeking job applicants for various temporary positions in support of Hurricane Katrina and Hurricane Rita recovery efforts. We need employees* for immediate hire who possess excellent interpersonal skills, are willing to work long hours and are self motivated.

Land Use Planner — Reston, Virginia

Cooley Godward LLP is seeking a qualified Land Use Planner for its Reston office.

The Land Use Planner will prepare and manage rezoning, special exception and land development applications. Assist with processing of permits and bonds and preparation of agreements, deeds and other legal documents. Perform land use, zoning, title and survey due diligence. GIS Technician

The Town of Leesburg in Virginia is seeking a GIS Technician to support the Planning, Zoning and Development Department. Founded in 1758, Leesburg's planning issues range from rapid growth to historic preservation. The town is located 15 minutes from Dulles International Airport and less than one hour from Washington D.C.

Must have at least three years experience using ESRI, ArcGIS 8.x and later; work in a Window XP environment; be familiar with handheld GPS devices and Arcpad technology; use scanners, plotters and other related hardware; be knowledgeable in cartographic terminology, symbols and structure; and know planning practices, public policy and related intergovernmental process.

A Bachelor's degree in geography, planning, landscape architecture or related field is required.

Transportation Planners / Traffic Engineers
