THE 1965
STANDARD LAND USE CODING MANUAL
The manual was originally distributed by the U.S. Government
Printing Office. Since it is out of print now, we scanned it for the
LBCS Project. We used a medium-resolution scanner on an old,
well-used library copy of the manual, so the text and image quality
is not the best, but should be adequate for reading purposes. (To
check the quality of the scanned version, click on one of the images
on this page.)
The manual is available in the following formats:
Note that neither of the two above formats allows text
cut-and-paste. To use the TIF images file, it should first be
UNZipped. This will create about 100 files--one per page of the
manual. TIF format can be read by most fax, graphics, and word
processing software programs. They may also be fed through an OCR
program to convert to text. But first see if one of the options
below meets the need since they already have most of the pages
converted to text.
The above three formats contain the main codes only. For front and
back text pages of the manual down load one of the first two
options.

A study conducted and developed through a Housing and Home
Finance Agency contract with Barton-Aschman Associates, Inc., under
the supervision of Robert B. Teska, project administrator, and with
overall direction and assistance by Rodney E. Engelen, principal
associate, led to the publication of SLUCM.
SLUCM had two primary sponsoring agencies: Urban Renewal
Administration and the Federal Highway Administration. The Urban
Renewal Administration, which is now the Department of Housing and
Urban Development, was at that time in the Housing and Home Finance
Agency. William L. Slayton was the commissioner of the Urban Renewal
Administration. The Federal Highway Administration was part of the
Bureau of Public Roads in the U.S. Department of Commerce. Rex M.
Whitton was the federal highway administrator. Both Slayton and
Whitton signed the foreword for SLUCM.
More than forty other federal, state, and local agencies
collaborated in developing SLUCM along with planners from academia,
private sector, and professional organizations. Among these were
Dennis O'Harrow from the American Society of Planning Officials and
Robert L. William from American Institute of Planners.
