109th Congress Community Development Authorizing Committees
The
House Financial Services and Senate Banking, Housing, and Urban Affairs Committees
have jurisdiction over HUD, CDBG, and federal community development programs.
These committees do not set funding levels for programs, a task that falls
to congressional appropriators, but they are responsible for oversight, structure,
and mission of these programs.
Since the administration's proposal for Strengthening
America's Communities would require major reorganization and the creation
of an entirely new program, these authorizing committees must approve legislation
separate from a budget and appropriations package. Congressional authorizers
can have important influence in the debate on CDBG and the shape of any new
programs. Since the proposed new program is to be administered by the Commerce
Department, the House Transportation and Infrastructure and Senate Environment
and Public Works may also play a role in any authorization since they have
oversight of the Economic Development Administration.
