Before the Lousiana Recovery and Rebuilding Conference began, conference speakers took a tour of New Orleans that went, with police escort, into the worst-hit areas of the Lower 9th Ward, parts of St. Bernard Parish, and the areas of West Orleans Parish that were scoured out by the breach in the 17th Street levee.
