The February issue of Planning examines the enormous upsurge in short-term rentals, facilitated by Airbnb and other Internet companies, that has caught municipalities off-guard and unprotected. In city after city, unregulated rental activity has diminished rental housing, disrupted neighborhoods, and derailed tax revenue.
