Implementation of the Provisions of Act 24 of 2008 — The Pennsylvania Appalachian Trail Act

The Appalachian National Scenic Trail (A.T.) is a unique unit of the National Park System (NPS) passing through fourteen eastern seaboard states as it winds it 2,175 miles from Georgia to Maine.

With the recent passage of the Act 24 of 2008 (amending the 1978 Pennsylvania Appalachian Trail Act) the fifty-eight Pennsylvania municipalities within which the Appalachian National Scenic Trail runs will be required by law to use their zoning authority to preserves the trail and protect the natural, scenic, historic and aesthetic values along the trail. If the municipality does not currently have a zoning ordinance, the legislation requires the municipality to pass one (at least covering the area of the trail.) In order to provide municipalities with assistance on implementing this legislation an interagency task force with representation from the Pennsylvania Departments of Community and Economic Development (DCED), Conservation and Natural Resources (DCNR), Environmental Protection (DEP) and their non-governmental partner, The Appalachian Trail Conservancy, was convened.  The AT Zoning Task Force recommends engaging a consultant to develop of a set of resource materials and to assist with developing a strategy to implement the provisions of Act 24 of 2008.

The AT Zoning Task Force is accepting qualifications and a summary of approach for consulting services for a one time contract to develop a set of resource materials (e.g. handbook, training, etc.) to assist the municipalities in a review and assessment of the adequacy of their existing ordinances (or the creation of a new ordinance) related to the intent of Act 24.  Such review will ascertain the efficacy of land use planning as it pertains to adequate protection of the natural, scenic, historic and aesthetic values along the trail mandated in Act 24 of 2008.

This Request for Qualifications and Summary of Approach is designed to allow the Task Force to identify several consultants to interview regarding their approach to the needs described in the following sections. As part of their response to the RFQ, consultants should provide suggestions of approach to the following questions and examples of previous work that illustrates their experience in developing zoning ordinances for landscape and resource protection, and experience with creatively solving complex planning and zoning projects. The Task Force is not seeking a formal proposal at this time; however, formal proposals will be sought from a select group of consultants based on the responses to this RFQ. Funding levels for this project have not been specifically established; however, DCED and DCNR have committed to fund the development of this resource at appropriate levels.  Budget discussions will begin once a small group of firms have been selected to submit formal proposals. It is anticipated that the selected consultant will enter into a contract with a county municipality to be specified shortly.

Background 
Adoption of design guidelines for downtown Fresno was originally called for in the 1990 Central Area Plan.  Comprehensive Downtown Fresno Design Guidelines are needed to encourage increased private investment and to support existing and proposed major public improvement projects.  Design guidelines can serve as tools for creating or maintaining distinct neighborhood and district identities within the Fresno Central Area (known as the downtown triangle); improve the quality of private improvements; and help a district achieve an integrated design over time.

SECTION 2

SERVICES TO BE PERFORMED

Scope of Work
The selected Consultant is expected to provide expertise, advice and services pertaining to the developing design guidelines for Downtown Fresno, Ca.  As such, the City will expect the Consultant to provide the following elements.

  • A mapping study of existing plans and district boundaries within downtown Fresno
  • Identify architectural themes and historic properties within each identified district.
  • Develop specific design guidelines for the Fulton Mall within the Downtown area to include but not limited to:
    • Design Criteria: Recommendations for maintaining, enhancing and rehabilitating buildings and the physical environment of the Fulton Mall.
    • Storefront Guidelines: Identify typical storefront features and types located on the Fulton Mall and recommend façade improvements and appropriate building rehabilitation.
    • Historic Building Guidelines: Include a step-by-step approach to building rehabilitation consistent with the Secretary of the Interior’s Standards.
    • New Construction Guidelines / Mixed-use Guidelines: Include guidelines for new construction infill and mixed-use development, including provisions for adaptive reuse of an existing building.
    • Maintenance: Recommendations for exterior maintenance, cleaning and rehabilitation techniques for the varying architectural materials and features.
    • Case Studies: Illustrative examples of how the Design Guidelines could be applied to specific buildings on the Fulton Mall.

The City expects the Consultant to detail a specific Scope of Services to be provided in their proposal.

Water Recreation Facility Feasibility Study
The City of Pleasant Hill, Iowa

COMMUNITY PROFILE
The City of Pleasant Hill, Iowa is a relatively young community experiencing the challenges of serving a fast growing population.  Pleasant Hill is located directly adjacent to the east corporate limits of the City of Des Moines and sits at the intersection of the U.S. Highway 65 bypass and U.S. Highway 163.  The City was incorporated in 1956 and experienced modest growth for several decades but is now experiencing a large influx of new residents through new development as well as some annexation.  The current population is estimated to be 8,000+ residents.  In 2005, the City performed a special census that moved the population count to 6,961 persons from the 2000 Census figure of 5,070.  The initial growth during this period was primarily housing, but the City is now seeing new commercial building to serve the growing population.  Data from Iowa State University shows that total retail sales in Pleasant Hill have increased more than 91 percent since 2000; this increase is the 7th-highest growth for cities during that period in the State.  More recently, the City experienced total retail sales growth of more than 15 percent in the last fiscal year.

To accommodate the needs and desires of a changing and growing demographic of young families and children, the City's Park and Recreation Commission recently performed a survey of residents regarding a wide range of recreation and quality of life issues.  The survey showed support for a variety of programming and physical improvements with the development of some form of water recreation facility identified as the most desired new facility or improvement.  The City is in the midst of constructing and planning for many new capital improvement projects including an outdoor sports and recreation campus. Further information regarding the costs, feasibility, and programming of a potential aquatic center are needed. The next step in the City's process is to retain the services of a qualified consultant to identify the community's needs, opportunities, and challenges for the development and long-term operation of a water recreation facility.

PROJECT DESCRIPTION
The City of Pleasant Hill does not currently provide any public water recreation and is not aware of any private water recreation facilities currently in operation within the City.  At this time, there is significant public interest in the development of a new facility to meet the aquatic needs of the City.  The City is interested in reviewing the possibilities to meet those needs while considering the opportunities to capture usage by residents from outside the community as well as the challenges the community might face from outside neighboring competition.   Pleasant Hill is part of the greater Des Moines metropolitan area that contains many opportunities for water recreation.  The nearby communities of Des Moines, Altoona, and Ankeny all have municipally operated outdoor aquatic centers.  Adventureland, a destination scale private amusement park located in Altoona, has recently added high end water park features to its operations and a long time privately operated water park in Pleasant Hill has recently ceased operations.

This project is envisioned to provide assistance to the City in evaluating the current and future needs for a new water recreation facility with the following project objectives and goals:

  • Provide guidance regarding current trends, programming elements, and amenities.
  • Identify the market conditions to include potential users and competition to recommend an appropriately sized water recreation facility.
  • Consider the form and potential partners for a new water recreation facility — i.e. indoor vs. outdoor, other public or private partners with shared interests.
  • Develop cost estimates and potential phasing for a new aquatic facility.
  • Evaluate an existing water park facility in the community for potential adaptive re-use. 
  • Determine specific recommendations for immediate, short and long-term action items.
  • Integrate the public and stakeholders in the planning process.
  • Provide recommendations regarding potential locations through the development of site selection criteria and consider the possibilities for the project acting as a catalyst for redevelopment of an existing site or to spur new construction in an undeveloped portion of the community.

The specific components of the project will be negotiated with the selected consultant and the City is considering proceeding with the study in two phases.  The first phase would take the City to a point where cost estimates and site selection criteria are developed; the second phase would involve the review and selection of a potential site.

Methodology to Re-write Redmond Zoning & Subdivision Codes (Redmond Community Development Guide)
The City of Redmond, Washington

Purpose
The Redmond Planning and Community Development Department is inviting qualified planning consultants, urban designers and multi-disciplinary firms to submit a proposal to provide professional services for the purpose of evaluating the various land use regulatory methodologies and alternatives appropriate for updating the City's existing zoning and subdivision ordinances — known as the Redmond Community Development Guide (RCDG).

The primary scope of work for this RFP is to evaluate the latest regulatory techniques employed in the writing of zoning codes to allow the City staff, once this first phase is complete, to produce a document that is reduced in size, easier to understand, simpler to administer, and clearly structured to promote achievement of adopted policies.  This will result in a clearer understanding of the City's land use goals, development regulations, environmental standards, design criteria, and review process.

Existing Situation
The City completed major updates of the Redmond Community Development Guide (RCDG) in 1978, and in 1996.  Since that time, the City has amended the code on numerous occasions to keep up with State mandates, the changing goals and vision of the City, as well as issues of concern to the community. The code in use on a daily basis by staff and the public is the result of several years of amendments that are at times unrelated, confusing, lengthy and/or contradictory.  It is difficult to read, has conflicting standards, and has complex procedures.  These attributes contribute to a difficult and confusing process for those who want to develop property in Redmond, and for citizens who want to participate in the review process.  The code is in need of a comprehensive restructuring to update and improve overall clarity, conciseness and usability.  The need for this project has been voiced by a wide range of interested groups that include residents, developers, representatives of the business community, City Council members, Planning Commissioners, and City staff.  Interest in undertaking this work has been reinforced recently through feedback from the community and Council members.

Deliverables
The consulting firm shall provide, at a minimum, the items listed below.  This list is not meant to be all inclusive.  However it is expected that responses focus primarily on deliverable #1, with deliverables 2-5 being considered secondary elements of the proposal. Consulting firms have the opportunity to distinguish themselves through the description of deliverables in this proposal.

  • A written report outlining the recommended zoning method(s) best suited to the needs, goals, and character of the City based upon:
    • A comprehensive assessment and analysis of the City's existing RCDG, including the most recent and proposed amendments, to determine which of the available methodologies are best suited for the rewrite and restructuring of the RCDG.
    • A two-phase interview process with selected City staff, senior City management, elected and appointed City officials, members of the business and development community, and citizen and agency stakeholders to help the City define the most important qualities that the zoning code should exemplify.
    • A thorough review of the various land use regulatory methodologies and strategies available, including an evaluation of each method, its benefits and challenges.
    • A survey and analysis of various cities of similar size, character and/or demographics that are nationally recognized as having used the various methodologies, together with an analysis of the benefits and challenges that each city has experienced in implementing their chosen methodology.
    • Principles to guide the selection of appropriate land use management methods that are defined through the processes noted above.  These principles should be used in guiding the recommendation.
  • Specific recommendations on how to:
    • Streamline and improve regulations pertaining to development review and approval processes, given the requirements and provisions of Revised Code of Washington Section 36.70B (Regulatory Reform)
    • Integrate sustainability initiatives into the RCDG
  • Specific recommendations on developing a work program strategy, including work program sequencing  and prioritization of issues/elements, for staff to successfully accomplish the comprehensive re-write inclusive of the items listed above as well as:
    • How to successfully transition from the current RCDG framework to the new methodology/methodologies recommended for the re-write;
    • Integration and coordination of the various regulatory documents/approval procedures;
    • Recommendations to retain, amend or discard sections of the code as necessary; and recommendations of new sections needed to improve clarity and user-friendliness;
    • Recommendations as to how to structure the public participation and involvement process during the comprehensive re-write of the RCDG to successfully educate and involve the public in a meaningful and effective way;
    • Additional items identified by the consultant and City staff either before or during the course of the work.
  • The consultant shall provide information for publishing on  the City's website to help explain the project process and progress, describe the consultant's credentials, and provide a forum for the public to record their comments and suggestions as the project unfolds.  This should include text, photographs, maps, renderings, and other images for the web site.
  • A description of how the consultant will present the completed work product to the City, with, for example, an overview of how many drafts will be submitted to City staff for review and comment, and the number and estimated timing of public presentations to the Design Review Board, Planning Commission, City Council, etc.

Proposed Timeline
The City anticipates selection of a Consultant and City Council contract approval such that work commences no later than January 1, 2009.

Comprehensive Wayfinding Program

The City of Fayetteville, on behalf of the Fayetteville/Cumberland County Wayfinding Task Force, invites Statements of Qualifications to develop and implement a comprehensive wayfinding and signage program for the City of Fayetteville, NC and surrounding area within Cumberland County. Purpose and General Scope
The purpose of this project is to plan, design and implement a complete wayfinding signage system throughout Fayetteville/Cumberland County, with an emphasis on historic and cultural resources. The program would consider a variety of vehicular and pedestrian signage needs including, but not limited to, interstate and highway signage and directions, directional and trailblazer signage for all municipalities within Cumberland County and their individual sites of interest, cultural and historic districts, signage for 10 themed driving trails, and kiosks/Information centers.

Some specific goals for the Fayetteville Area Comprehensive Wayfinding Program include

  • Distinctive, attractive information at key decision points to guide travelers to districts, destinations, and attractions (including parking).
  • Support and promotion of a distinct identity for each municipality within Cumberland County while conforming to the community brand standards.
  • Review, coordination and consolidation of existing signage throughout the area, including recommendations for removal of unnecessary or redundant signage.

The selected consultant will meet with members of the task force and the community, submit a plan draft with attention to a cost-effective approach, provide at least 2 design and graphic alternatives, install a mock-up system, and submit a final plan which shall include recommended priorities and step-by-step program, including an installation and maintenance manual, for the community to follow to complete implementation. This project is estimated to involve 10 months.

A portion of the project will be funded with monies from the National Park Service and therefore the consultant team must comply with all special requirements and standards as detailed in the full RFQ package. The consultant must demonstrate experience designing and implementing successful wayfinding programs with a scope and focus similar to that desired for the Fayetteville area. Expertise should include an understanding of destination branding and management, marketing, tourism economies, and standards for transportation signage.

General Information & Procedures
The County of Northampton, Virginia, seeks proposals from qualified consulting firms to conduct a Cost of Land Uses Study.  The purpose of the study is to assess projected fiscal impacts of proposed zoning ordinance revisions.  The County adopted a revised Land Use Element for its Comprehensive Plan in July 2006 and is nearing completion of comprehensive zoning ordinance revisions; the draft zoning ordinance revisions are expected to be available by October 24, 2008.  Public hearings on these revisions are anticipated in late fall 2008.  The cost of land uses study is expected to provide an analysis of potential public costs and revenues associated with the proposed changes in land use.

Submittal Requirements
Firms interested in responding to this request are invited to submit a "Letter of Interest" which shall include the following information:

  • The company's experience with this type(s) of analysis;
  • Contact information for at least two (2) clients for whom the company has conducted a similar analysis;
  • Type(s) of analysis proposed to address the needs identified in Attachment "A" and description of the methodology to be used;
  • Estimated time to complete the analysis;
  • Type and extent of assistance needed from County staff;
  • Name(s) and qualifications of those persons who would likely work on this project.

A cost estimate and justification may be provided but is not required.

Selection Criteria
Submissions will be evaluated based on the following general criteria:

  • How well the written response demonstrates an understanding of the issues and describes a quality analysis that would be undertaken to address the issues.

Creation of a Unified Development Ordinance

York County, South Carolina is soliciting qualifications and proposals for the creation of the county's first unified development ordinance.  York County is one of the oldest political jurisdictions in the state, with a long and proud history that spans more than two centuries. Located in north central South Carolina within the Charlotte Metro Region, the county is the one of the fastest growing areas of the country. Today, more than 190,000 residents live within the County's 685 square miles. Land uses within York County include well-planned residential communities, large expanses of farmland and diversified businesses and industries.  In FY 2007-08, the Department of Planning and Development processed nearly 700 commercial site plan and subdivision plat reviews. The Zoning Code was last comprehensively updated in 2000. An interim development ordinance (IDO) was adopted in July 2007 to address some of the deficiencies created by an outdated ordinance. This IDO, however, does not address many other problems, formatting issues, comprehensive plan goals, and general readability and functionality of the ordinance. The Subdivision Code was last comprehensively updated in 2002.

Harlem River Promenade Project

The purpose of this notice is to announce a request for proposal (RFP BOEDC-HRP-0807-08).  The Bronx Overall Economic Development Corporation ("BOEDC") requests proposals for consultant assistance in facilitating a community-driven process that will create a feasible conceptual plan for the Harlem River Promenade Site ("HRP Site") located in the Highbridge neighborhood in the Bronx (the "Project"). BOEDC anticipates that the Project will take approximately one year to complete. This document will help meet growing demand from community groups, advocates and civic associations to compile and build on previous research and plans into a comprehensive conceptual plan for the specified site that is part of the Harlem Riverfront's redevelopment and reuse.

In 2004, BOEDC secured funding for the planning of the Harlem River Promenade Project.  The main intent of the project is to create a plan to consider uses for the site that may encompass one or all of the following; architectural and landscape design, a community facility and an economic development driver with considerations for transportation access, environmental sustainability and engineering feasibility.

This project will include the following:  review of existing data, base map for the entire length of the Harlem River Promenade, public participation plan, conceptual design including overall design vocabulary and guidelines, provisions for public art, and guidelines for environmental sustainability, engineering viability, maintenance of historic character as it relates to the surrounding infrastructure, phasing strategies, acquisition processes, activities programming and facility operations.

The Consultant shall retain, directly supervise, and coordinate the activities of as few or as many sub-consultants as necessary to provide all the Services described herein (the Consultant and sub-consultants shall be collectively referred to as the "Consultant Team"). The Consultant Team shall have expertise in the following disciplines at a minimum: Site planning, Architectural design, Landscape designs, Transportation planning, Community outreach and consensus building, financial feasibility analysis, Cost estimating, and Graphic design.

TRID Planning Study for the Gateways Revitalization Area
The Lancaster County Planning Commission
Submittal Deadline: September 16, 2008

The Lancaster County Planning Commission respectfully requests proposals from qualified and innovative consultants to assist in the development of the TRID Planning Study for the Gateways Revitalization Area. The maximum amount of funds available for the plan is $100,000. We anticipate that the entire TRID Planning Study will take nine months to complete, beginning in October of 2008. The completion date for this project should be no later than July 2009.

In cooperation with the City of Lancaster and Manheim Township, the Lancaster County Planning Commission has prepared a revitalization strategy for the transit hub and redevelopment area that exists around the Lancaster City Amtrak Station, known as the Gateways Area. This area is known for its rich industrial heritage, having once been home to such notable enterprises as the Lancaster Stockyards, the Stehli Silk Mill and Armstrong Cork Company. Housing for workers was provided within close proximity. Street cars ran throughout the area and train tracks were the thread that bound the area together. As suburban development evolved along the edges and industrial enterprises began to fade away, the complexity of the area increased, resulting in a region with no true identity or sense of place.

To support the Gateways Strategy, other work products that have been developed, that may be consulted through the Lancaster County Planning Commission web page (located at www.co.lancaster.pa.us/planning), to date include:

In accordance with the recommendations set out in the Gateways Plan, the partnership of the Lancaster County Planning Commission, Manheim Township and the City of Lancaster have agreed to pursue objectives identified in the plan and have determined the best way to do so is through a Transit Revitalization Investment District (TRID) as permitted through the Commonwealth of Pennsylvania (Act 2004-238). In general, the TRID Act provides an implementation tool for taxing bodies to carry out transit oriented development.

The Commonwealth of Pennsylvania's Department of Community and Economic Development (PA DCED) provides specific guidelines for a required TRID study, in order to participate in the TRID incentive program. The purpose of this RFP is to solicit bids on the performance of this required TRID study for the Gateways Strategy Area.

I-81 Travel Demand Modeling Project

Notice is hereby given that the Syracuse Metropolitan Transportation Council (SMTC), the designated metropolitan planning organization (MPO) for Onondaga County and small portions of Oswego and Madison Counties in New York, is seeking to retain a consultant firm, or team of firms, to complete the scope of work for the I-81 Travel Demand Modeling Project.

Project Overview
Portions of I-81 in the SMTC planning area are nearing the end of their life expectancy.  These portions of the highway will require significant investment to remain operational in their current configuration.  In light of this situation, there have been numerous requests from government officials, local agencies, and the public to consider various alternatives for the future of I-81.

Realizing that it is critical that the choice regarding the future of the corridor is both sensitive to public concerns and technically sound, the New York State Department of Transportation (NYSDOT) proposed that the SMTC conduct two separate but connected projects regarding I-81 over the next two years.  The first of these projects will educate the public and garner public input related to I-81.  The second more technical project, and the one considered here, will use the SMTC's travel demand model to test the viability of potential alternatives for the future of the corridor.

The major elements of this effort are to:

  1. Refine the SMTC's travel demand model in order to improve its validity, and
  2. Use the travel demand model to evaluate various potential concepts for the I-81 corridor (and permutations of those concepts) based on impacts to a) the transportation network of the greater metropolitan region, b) regional interstate access, and c) general mobility, with an emphasis on the movement of goods and people and a keen awareness of regional air quality implications.

This, along with the Public Participation Project and additional technical analysis done by the NYSDOT, will form the foundation for the NYSDOT's greater I-81 Corridor Study, which will make the final determination regarding the future of I-81 in the region.

Summary Description
Chesterfield County is located in central Virginia, immediately south of the City of Richmond. There are no incorporated areas within Chesterfield County's 447 square miles, and this comprehensive plan revision will apply to that entire area. The county has experienced significant population growth in the last thirty years, from a population of 141,372 in 1980 to an estimated 310,000 in 2008. Projected 2020 population is 386,400. Under the current comprehensive plan, an additional 102,200 residential units are projected to be constructed by plan build-out, an 86 percent increase over the 119,000 residential units in the county as of December 2007.

Originally made up of five area plans addressing issues mainly relating to land-use and transportation, the county's comprehensive plan has evolved into a collection of 21 "area" plans and five "countywide" plans, addressing public facilities, thoroughfares, water quality, etc. While the county's area plan approach has produced strong community-oriented plans over the years, there is now general agreement that many components of "The Plan For Chesterfield" are out of date and the plan lacks an overall comprehensive countywide future vision and development strategy, not only for newly growing areas, but for the county's established communities as well.

The purpose of the revision is to develop a more workable comprehensive plan that will:

  • Provide an overall future vision for the county

The Cooper-Young Development Corporation (herein referred to as CYDC) was chartered in 1991 to re/develop single-family housing and support the business district of the Cooper-Young neighborhood in Midtown Memphis.  Since its inception, the organization has developed, either through new construction or rehab, over 60 single-family homes and two commercial buildings.  In this time, the neighborhood has been transformed from a declining, low-income area into a stable, middle-income neighborhood with a thriving restaurant district.  As such, the original mission of the CYDC has in many ways been accomplished.

The Board of Directors of the CYDC initiated a series of conversations in 2007 to discuss the future operations of the organization and revisit its mission statement.

Major emerging strategic issues include:

  • Mission Accomplished: For more than a decade, the CYDC has concentrated on renovated and infill affordable housing in the Cooper-Young neighborhood.  Its efforts have been very successful and the private market has followed the CYDC's developments throughout the neighborhood.  In 1998, the CYDC could purchase and redevelop properties affordable housing at reasonable costs and make a sufficient profit.  Today, we are not able to compete with market-rate developers in our area. 
  • Limited Programming:  The CYDC has sustained itself for the past 16 years with its single-family housing re/development program.  The organization has done limited additional programming from time to time as funding became available, but nothing sustainable.  Due to the private market growth in its current service area, the CYDC can no longer do subsidized scattered site single-family housing as its sole means of profit. 
  • Financial Resources: The funding for the CYDC has been 90% government-based grants for over 5 years.  This funding stream has limited our ability to create new programs and serve our neighborhood.  In the past, our planning has not included strategies for fund diversification and we have limited reserves.  These types of strategies must be addressed in all future operational plans moving forward.
  • Market Changes:  The dynamic of the Cooper-Young area is being influenced by several recent market changes.  The closely located redevelopments of the Mid-South Fairgrounds, the Highland Avenue Strip, and the Memphis Medical Center all impact housing, commercial, and social needs in our area.  Our understanding of our community's needs must be updated to reflect these and other market changes.

The Board concluded in summer of 2008 that a comprehensive study of the organization needed to be completed in order to frame its future.

SCOPE OF WORK
The applicant is expected to collaborate with the CYDC to create the development, scheduling and implementation of activities designed to complete an acceptable plan.

The Board expects at least the following questions to be answered:

  • What is the 5-year vision of the CYDC?
  • How have comparable CDCs across the nation rebranded/restructured themselves to take advantage of changing market opportunities?
  • What are the needs and gaps in services within our service area and within the immediate Memphis market?  Which gaps provide a business opportunity for the CYDC?
  • What are the dis/advantages to our current service area?  What are the dis/advantages of expanding our service area?
  • What are the business opportunities for the CYDC within our service area and within the Memphis market?
  • What operational capacities are needed to take advantage of those business opportunities?
  • What is the financial framework and diversification that is needed to operationalize the business opportunities?

Scope of work includes but not limited to the following:

  • Review and analysis of existing program and organizational structure
  • Organizational assessment to include interviews and focus groups with board members, community stakeholders, funders, and other partners
  • A review of public and private plans affecting the Cooper-Young area, to include the redevelopment efforts listed above, the current EDAW-led community-wide strategic plan for  the local CDC industry, and other relevant City- and County-produced plans
  • Needs assessment of resources and assistance perceived by community stakeholders and market-based analysis of our neighborhood and surrounding area
  • Implementable Strategic Plan that includes 5-year vision, goals and objectives, action steps, benchmarks, and timeline
  • Identification of resources and infrastructure required for the CYDC to achieve this plan

SELECTION CRITERIA
Responses will be evaluated and the consultant selected based on the following criteria:

  • Approach, plan of work, and recommended schedules
  • Qualifications and experience in providing the requested services as exemplified by past projects and client contracts
  • Experience and qualifications of personnel to be assigned to the project
  • Knowledge of and experience in indentifying business opportunities and strategies for community-based organization
  • Total project cost and anticipated time frame to complete the project.

BRIEF DESCRIPTION OF PROJECT
The Los Angeles Metro region is surrounded by isolated stretches of roadway that are vulnerable to closure in the event of a traffic emergency or natural disaster.  Two such areas exist on one roadway, Interstate 15.  The first lies between the Nevada border and Barstow. On weekends, the roadway can become extremely congested with traffic bound to and from Las Vegas.  An incident on this stretch of roadway can back traffic up for many hours. This can be dangerous for those stuck in the traffic, particularly during summer months. The second area lies in the Cajon Pass, between State Route 138 and Oak Hills (Where Oak Hill Road crosses the Freeway). This area is known for high winds and fog. Also, Interstate 15 crosses the San Andreas Fault in this area, meaning the roadway could be significantly damaged in the event of a major earthquake.

Comprehensive Plan Update
The Town Of Munster, Indiana

General Project Description
The Town of Munster seeks the services of a professional planning firm to assist with the update to the Town of Munster Comprehensive Plan.  The Comprehensive Plan needs to be revised and updated to comply with the Indiana Planning Law.  All firms with expertise in preparing such plans are invited to submit a proposal. The deadline for submission is 4:30 pm on September 2, 2008.

Description of Services Required
The consultant services shall include, but not be limited to, the following items:

  • Lead the public participation process required by the Indiana Planning Law. The submitted proposal shall include the consultant's proposed methods and procedures for obtaining citizen input (e.g. surveys, forums, visioning session, etc.) and involving the public in general.
  • With assistance from Town staff, compile and analyze pertinent background information, including population, housing, employment, and land use data. The analysis of background data shall include descriptions of trends influencing the development and character of Munster and conclusions that can be used to guide the goals and recommendations.
  • Assist the Comprehensive Plan Committee in reviewing, evaluating, and reformulating the goals, objectives, and policies of the current plan. These shall be heavily influenced by the public input and background analysis.
  • With input from the Comprehensive Plan Committee, (the Plan Commission and Town Council), develop the required elements of the Comprehensive Plan in accordance with IC 36-7-4-500 to 512. Each element shall include the various items and study topics required under the Indiana Law.
  • Under the redevelopment element, review the town's existing commercial areas and the northwest section (see map), and provide recommendations regarding land use, development strategies, and changes in regulation to encourage the accomplishment of established goals.
  • Review the Town's housing stock to identify potential areas of the community that may need redevelopment in the near term (10 years).
  • Review the areas known as the Lansing Country Club and Lake Business Center (see map) and recommend potential mixed use land plans.
  • In addition to any other zoning implementation recommendations, review the town's zoning map and provide recommendation regarding areas of the town to be rezoned to comply with new planning goals.
  • Review the town's design review related ordinances, processes, and guidelines and recommend any changes needed to conform to the design and community character goals, objectives and policies of the Comprehensive Plan.
  • Prepare and present a final Comprehensive Plan document for recommendation by the Plan Commission and adoption by the Town Council.
  • Provide copies of all documents and maps in hard copy and electronic format. At least 20 printed copies of the adopted document shall be provided.
  • The consultant, in the preparation of a proposal, should not be limited by the anticipated services identified, but should describe any additional services the consultant believes are beneficial in completing the Comprehensive Plan and associated costs for these services.
  • Town staff will schedule, coordinate and make all necessary arrangements for meetings conducted by the consultant during the course of the project. The Town will provide available existing documentation, in hard copy and electronic format when available, to the consultant and will make staff time available as needed.

The Community Redevelopment Agency of the City of Pensacola is seeking qualified consultants to submit qualifications for a Master Plan Update for the Community Redevelopment Area (CRA) and additional planning services related to elements of the updated CRA Plan for a period of up to three (3) years.  Consultants will be expected to have an expertise in Florida land use planning, Geographic Information Systems, public participation, and housing and economic analysis. The CRA's primary goal is to update the Master Plan to address all aspects of development within the City's CRA District, including Land & Building Use, Housing, Transportation & Parking, Infrastructure, Public Services, Economic Development, Planning & Zoning Regulations, Urban Design, and Financing.

BACKGROUND
Pensacola is a nearly 450-year-old city with a rich history and exciting future. Also known as the City of Five Flags, Pensacola is the largest city in Northwest Florida.  Having been governed by five nations since its discovery in 1559 (Spain, France, England, the Confederate States of America, and the United States of America), Pensacola offers a diverse economic and cultural palette, with business and industry such as the medical and chemical fields, military and governmental operations, and tourism and retail shopping blending into a rich cultural and artistic heritage.

Pensacola's downtown is in the heart of a region of over 350,000 people with diverse backgrounds and interests.  It's a downtown where residents, office workers and visitors stroll comfortably along historic streets, shop in clothing stores, browse for art or sample restaurants where menus range from Gulf coast seafood to French cuisine. The many museums tell the story of Pensacola's past as the surrounding businesses, theaters and the seats of both city and county government create Pensacola's future.

In 1980, the City Council of the City of Pensacola recognized that the City's downtown and inner city was an all too common victim of the shifts in the 60's and 70's to suburban living and therefore designated approximately 1,300 acres (256 blocks) of the Pensacola Inner City area as a community redevelopment area under Florida Statute 163 for the focus of rehabilitation, conservation and redevelopment activities.

Downtown Pensacola's redevelopment efforts are guided by the Community Redevelopment Agency of the City of Pensacola (CRA), that is comprised of the 10 City Council members.   Since being created, the CRA has funded public infrastructure through the reinvestment of taxes generated within the district. Public investment by the CRA and other public entities of $ 66 million in improvements has generated $191 million in private investment in the agency's urban core.

The last comprehensive update of the Urban Core Redevelopment Plan was undertaken in 1989 and incorporated long-range projects and objectives to revitalize the CRA.  T he projects and elements of the plan have been consistently implemented. In addition, a number of small area or task specific plans, studies and reports have been developed within the CRA.

The Urban Core CRA Plan Update
Culturally, the nation is changing its attitudes towards cities and urban living. Broad economic, social and cultural forces are reshaping the face of our urban environment. These forces give areas such as downtown Pensacola the best opportunity to compete in decades.  Our challenge is to develop a plan that realizes our urban core's full potential.  The intent of the Urban Core CRA Plan Update is to provide a document that establishes the framework for transformative policies and investments in the CRA area. Within that context the plan will provide policy, programmatic and fiscal direction for the CRA as we reshape our urban landscape.

In our strategic framework talent, connections, distinctiveness and innovation are identified as key elements which provide the basis for our two main conceptual themes The Urban Core and The Waterfront. The update should build upon these themes.

At its best the update of the Urban Core CRA Plan should coordinate the goals of previously adopted plans by incorporating them into a larger vision and provide a foundation for strategic action to share future success.  Further the plan will be consistent with these guiding principles:  Prosperous — attracting jobs and investment, Diverse — social and economically inclusive, Distinctive — our historic and cultural destinations, Walkable - focus on the pedestrian environment and Green — promoting our natural landscape.

SCOPE OF SERVICES
The Community Redevelopment Agency desires to update an existing Master Plan and may include additional planning services related to elements of the updated CRA Plan for a period of up to three (3) years. The services that a successful applicant will provide include the examination of and recommendations on the elements as appropriate for the Community Redevelopment Area: Land Use and Building Use, Housing, Transportation & Parking, Infrastructure and Public Services, Economic Development, Planning & Zoning Regulations, Urban Design, Financing.

CONTRACT TERM
The anticipated term of any agreement is as required to deliver a finished product, beginning on the date of selection, until the project has been completed to the satisfaction of the CRA, or the Contract is terminated by the CRA.  A draft plan completion will be expected within 6 months from the project contract award date.  Adoption of the final plan by the Community Redevelopment Agency and the Pensacola City Council will complete the project.  The selected consultant must be able to complete this project within an approximately 8-month timeframe, by March 2009.  In addition, the consultant's contract may include provisions for additional planning services related to elements of the updated CRA Plan for a period of up to 3 years.

Long Range Comprehensive Plan Update
The Village of Pinehurst, North Carolina

The Village of Pinehurst invites qualified firms with considerable experience in community design, land use planning, economics, and citizen participation to submit proposals to update the Village of Pinehurst Comprehensive Plan.

The Village of Pinehurst Comprehensive Plan is intended to serve as both a physical and policy plan to guide the Village  in its future decision-making concerning land use and development/redevelopment, mobility, infrastructure, economic development, community facilities, parks and recreation, as well as neighborhood and community enhancement for next twenty years. The Village of Pinehurst intends to build upon its existing plan, adopted in 2003, and not "start from scratch" for the current update process — although consultant guidance is expected and strongly desired as to how a new plan document may be better packaged, utilized, and maintained by Village of Pinehurst officials and staff.

The Village of Pinehurst is a premiere residential and resort community that is recognized for its world-famous golf resort.  The Village was originally designed by Frederick Law Olmstead, and has served as the site of the 1999 and 2005 US Open Golf Championship.

Although the Village of Pinehurst was established in 1895, it did not become a municipality until 1980.  As a result, the community's first comprehensive plan was adopted in 1981 to provide a basis for zoning regulations in the Village of Pinehurst.  The 2003 Comprehensive Long-Range Village Plan was adopted in April of 2003. Since adoption, the Village of Pinehurst has implemented much of the intended twenty-year plan priorities in five years.  The Comprehensive Plan has been used as a basis for the Village of Pinehurst Capital Improvement Program and land use decisions.

The plan philosophy is still true today.  The philosophy is to keep the Village of Pinehurst a predominately residential community and to ensure that growth is compatible with the character of the community.

Land Development Code/Zoning Ordinance Rewrite

The City of Flagstaff Planning and Development Services Division is inviting qualified planning consultants, urban designers and multi-disciplinary firms to submit a written proposal in response to this Request for Proposals to provide professional services for the purpose of restructuring and redrafting the existing City of Flagstaff zoning ordinance to create an innovative and integrated zoning ordinance based on Smart Growth principles.

The work program involves a comprehensive assessment and analysis of the City's existing zoning ordinance — locally known as the Land Development Code (LDC) and adopted as Title 10 of the City Code — for the purpose of recommending strategies for the restructuring and redrafting of the Code. A review and assessment of applicable Arizona revised statutes relative to the LDC is also contemplated within this phase. The first phase would be followed by the drafting of a revised and reformatted zoning ordinance inclusive of revised procedures, revised zoning districts, detailed regulations, a revised zoning map, etc., and as further explained below, the identification of areas within the City where form-based codes could be completed. It is expected that at least one area of the City would be coded as a form-based code under the fee allocated for this project. A public participation plan must be included as part of the response to the RFP explaining how the public will be informed and involved throughout the process of rewriting the LDC.

SCOPE OF WORK
The City is seeking a planning consultant team that can produce an innovative and integrated zoning code by using the existing provisions of the City of Flagstaff LDC expanded, modified and deleted as necessary within the restrictions of applicable State law to produce a zoning code that;

  • Is based on sound principles of Smart Growth, mixed-use and sustainable development.
  • Is consistent with the adopted Regional Plan and is coordinated with the functional Master Plans and potential amendments proposed to the Regional Plan.
  • Is logically organized and easy to read and understand.
  • Includes an extensive use of graphics to illustrate key points and minimize the amount of text.
  • Is consistent in terms of processes and requirements.
  • Reduces the number of zoning districts provided in the Code and on the zoning map where possible, by combining or removing districts.
  • Involves the public in a meaningful and effective way using appropriate public participation techniques.
  • Is easily expanded and amended in the future to respond to changing market and socio-economic conditions.

It is anticipated that the scope of work for this project will be completed in three phases as listed below. A detailed overview of each phase is provided in the link to the RFP below.

Phase 1 — Assessment and Analysis
It is desired that this should be completed by mid-January 2009, with acceptance of the final report by the citizens and City Council by the end of March 2009.

Phase 3 — Completion of regulating plans and form-based codes for specific recommended neighborhoods within the City. This work should be completed by June 2010, with acceptance of the final form-based codes by the citizens and City Council by the end of September 2010.

In their response to this RFP the planning consultant team is expected to provide a description of their suggested approach to the scope of work and anticipated time schedule for its completion.

Request for Qualifications — Consultant Services

North Carolina State Veterans Park
The City of Fayetteville, North Carolina
Submittal Deadline: September 17, 2008

Pursuant to North Carolina General Statute 143-64.31 the City of Fayetteville North Carolina, a diverse community of approximately 200,000 residents, cordially invites you to submit letters of interest and statements of qualifications to provide all architect and engineering related services necessary to permit, design, bid, and manage construction of the new North Carolina State Veterans Park to be located in downtown Fayetteville. A copy of the master plan and related documents for the park can be obtained from the city's website at www.cityoffayetteville.org. It is expected that construction management will also be a part of the service contract and that one contract will be issued for the majority of services needed including land surveying, aerial photography, civil engineering, architectural building & structural design, landscape, pedestrian & bicycle pathways & lighting design. Geotechnical testing and reporting, and subsequent materials testing will not be part of this contract. The project shall be planned, designed and constructed in phases to allow for coordination with the replacement of Rowan Street Bridge and construction of a new intersection adjacent to the Park. The City of Fayetteville has an interest in beginning construction at the earliest possible date therefore phase 1 of the project should be planned and designed for said interest.

The selected firm will work closely with city staff, NC DOT staff, established City of Fayetteville consultants, the general public, and various boards of the City of Fayetteville and other impacted organizations to provide the final product. To assure continuity of the Theme and Master Concept of the park the City of Fayetteville will separately retain and contract with Vandewalle Associates who created the concepts and master plan for this project. Vandewalle Associates shall act as the city's agent as needed or directed by the city and will be consulted for review and approval of design documents at regular intervals during the design process. The selected firm is expected to closely follow the original concepts and themes of the project while incorporating the most modern and functional means and methods of constructions.

Time is of the essence in the performance of this contract. Interested firms shall provide, with their submittal, a proposed timeline to conduct the work. The City of Fayetteville is prepared to implement the process with all due haste. It is expected that this request will result in the development of a list of firms that will be interviewed. Based on the interviews and submittals, a firm will be selected for negotiations of a contract. Work should start immediately thereafter and proceed without interruption until completed, accepted, and implemented.

Interested firms may submit their standard qualification package provided the below listed information is included and clearly identifiable. Submitters are hereby notified that material provided need not contain extravagant or expensive photos, charts, graphs, binders, or the like. Particular attention should be made to providing information that directly relates to the experience a firm has in providing similar required services to other cities or agencies in North Carolina or other states with similar situations. The statement of qualifications should include at least the following information:

  • A cover letter stating your interest in the project.
  • A listing of prior experience in providing like services. Include a list of prior projects similar in size and scope and persons to contact for references. Project listed should have been completed within the past 10 years and should be for the persons that will be assigned to this project.
  • The education and experience of the principals and staff of the firm that will be assigned to this project.
  • An organizational chart indicating all personnel, by discipline, within the firm. Include the same for any prime consultants.
  • The personnel that would likely be assigned to this project and any unique qualifications, of such personnel as it related to park design, knowledge of use of indigenous material of NC, experience with all required permits from NC DENR and the Corp of Engineers.
  • Demonstrated special experience of persons proposed for the design team with design of parks of this size and nature. The master plan should be used as guide to list such experiences.
  • Demonstrated experience with various environmental reports that will be required by this project. Example include but are not limited to ASTM Phase 1 Environmental Assessments, geotechnical samplings and reports, 401 & 404 permits from the Corp of Engineers, National and State Environmental Protection Act (NEPA, SEPA) environmental reports and/or environmental impact assessments up to and including obtaining final all final clearances and permits necessary to construct the project.
  • Demonstrated legal capacity and/or in-depth working knowledge of North Carolina land and waterway use permit and regulations, bid laws and procedures, and construction management experience and abilities.
  • Demonstrated experience and knowledge of rules and regulations pertaining to work around or adjacent to major railroad lines. Same for work with NC DOT bridge and roadway division.
  • Demonstrated experience to create and design LEED certified buildings and ancillary features. Environmental impact, low operating and maintenance costs and sustainability of the features of the park are of primary concern.
  • The approach that will be taken to conduct the work along with a timeline schedule to complete all work. Major work elements shall be shown. Use the attached schedule as a guide.
  • Include current published unit cost of principals, clerical staff, technical staff, and all associated cost on a unit price basis. The final contract amount shall be mutually agreed based on the final scope of work.
  • A comprehensive listing of Consultants and/or subcontractors that would likely be used as part of the design team. Include unit costs for all team members proposed. Identify where these listed consultants have been used in the past on similar projects.
  • A current manpower allocation chart or graph or written description that describes manpower available for this project.
  • Minority status, if any, of the firm and any consultants and/or subcontractors that will be part of the design team.
  • Other factors the firm may feel important for the City to know.

Ten (10) copies of the submittal should be sent to City of Fayetteville, Attn: Craig Hampton, Special Projects Director, 433 Hay Street, Fayetteville, NC, 28301 by 5:00 PM, September 17, 2008. Packages should be plainly marked: Statement of Qualifications-NC State Veterans Park. All submittals shall become the property of the City and the City reserves the right to request additional information it feels necessary to make a qualified judgment on a firm's ability to perform the work. The City also reserves the right to award this contract in part or whole, in the best interest of the City, and to reject any or all submissions.
