East Side Study Design Guidelines

Overview
The City of Broken Arrow, Oklahoma, is soliciting written proposals from qualified firms interested in helping to provide a process of education and facilitation with a steering committee and possibly various specific discipline-related subcommittees that will result in an overall Master Development Plan and location specific design criteria plans. The final document for the East Side Study will be presented to the Broken Arrow Planning Commission and City Council for adoption.

Project Overview
The City of Broken Arrow anticipates that the selected consulting firm may spend approximately 30 days to analyze and study the approved East Side Study and the geographical area of this Study and the rest of the city. City staff will provide necessary data to the consulting firm. The consultant will then plan the project with City staff.

The second phase of this project may involve the review of goals and needs of the city. This may include meetings and discussions with the Steering Committee and possibly other groups and individuals. It is anticipated that the Steering Committee will be made up of both, citizens and individuals with sought after areas of experience and expertise such as law, finance, planning and marketing. The City expects the consultant to, through a series of educational sessions, walk the Steering Committee through the latest trends in planning for sustainable communities so that they are able to make informed recommendations to the Planning Commission and City Council about future development in the study area. The process might include field observations in various recently developed mixed use centers and should involve a highly interactive process using graphic and photographic aids.

The City of Broken Arrow is looking for a consultant who is energetic and enthusiastic about recent trends in sound, land use planning techniques. The consultant must be able to articulate the rationale and make the case for planning that includes such features as sustainability, low impact development and new urbanism, while not alienating those, to whom these concepts might be new.

It is anticipated that during the course of this study the consultant shall meet periodically with the steering committee. The frequency and scheduling of these meetings shall be determined during the project planning phase.

The City of Broken Arrow desires to establish practical design standards, which shall promote new mixed use land uses that emphasize new regional and national trends, which can focus on the following:

  • new methods and trends in mixed use developments
  • housing and residential trends
  • cultural and recreational trends
  • transportation and parking
  • accessibility
  • environmental trends

The City of Kannapolis is issuing a Request for Proposals for consulting services to develop an action plan for our James Street Area neighborhood. This is an area that is near the North Carolina Research Campus, but lacks the social and physical infrastructure to be able to benefit from the expected economic growth.  The City aims to connect residents of this area with jobs and other economic opportunities through strategies that include addressing underlying socioeconomic issues, providing assistance with housing, transportation, and other physical infrastructure needs, and developing education, workforce development, and small business development strategies specific to the neighborhood.

The RFP seeks consultants with expertise in community development and/or physical planning and design to assist with two aspects of this James Street Area Action Plan project: 1) providing facilitation services and community development expertise to develop a needs assessment and action plan, and 2) conducting a neighborhood charrette to examine and define the physical planning and urban design projects recommended in the action plan. The City of Sioux City, in concert with the Siouxland Chamber of Commerce and local developers, hereinafter referred to as the Urban Design Standards Committee, is in the process of soliciting proposals of qualifications from firms knowledgeable and experienced in creating city-wide urban design standards.  The Urban Design Standards Committee will rate the firms based on the adopted evaluation criteria and procedures contained herein.

The Urban Design Standards Committee is interested in a firm to develop a city-wide Urban Design Standards Manual as an amendment to the 2005 Comprehensive Plan and to be implemented through amendments to the Municipal Code which addresses the following in regards to private development and supporting public infrastructure:

  • Aesthetics;
  • High quality standards;
  • Flexibility, unity, and consistency;
  • Building form and scale: materials, building types, rooflines, etc.;
  • Signage: location, type, illumination, size, etc.;
  • Lighting: type, location, height, etc.;
  • Landscaping: parking areas, type, maintenance, etc.;
  • Storm water best management practices;
  • Site Design: parking and service areas, building location, etc.;

  • Maintenance and sustainability of urban design elements;
  • Identification of prominent districts and corridors; and,
  • Design which responds to unique district and corridor identities throughout the City.

PROJECT CONCEPT AND STATUS
The City of Champaign, population 75,254, is located in east-central Illinois and is home of the University of Illinois.  Champaign has experienced significant physical growth through annexation and development over the past 10-15 years and seeks better understanding on the true costs and revenues associated with new growth on the fringe as well as existing development.  The City is currently in the process of updating their Comprehensive Land Use Plan and intends to use the results of the Fiscal Impact Analysis Study to help complete this plan as well as set new policy for funding growth and development. Desired outcomes of the study are as follows:

  • An understanding of the costs incurred by the City  for providing public services and infrastructure for new development in the City's growth area;
  • An understanding of the revenues generated by the City from new development through various taxes and fees.
  • An analysis of the public expenditures and revenues for new development based on different land uses;
  • An understanding of the differences in costs and revenues for new development based on their location in different growth areas of the City;
  • An understanding of the differences of the costs and revenues for "infill" development versus "Greenfield" development.
  • Analysis of the differences in the public costs and revenues associated with allowing a conventional development pattern versus a concept of concentrating development at identified "nodes" whereby the node contains a greater mix of land uses with a more compact design and higher densities.
  • Which cost can be legally and justifiably captured from developers, e.g. impact fees

Subsequent to receiving responses to the RFQ, the City will evaluate the proposals and determine whether to further consider one of more of the proposals.  Short-listed firms will be contacted for further information.

Overview
The City of Wheaton, Illinois is currently seeking qualified consultants to respond to this request for proposal for the preparation of a redevelopment plan and solicitation of developers for the Hubble Middle School, a 22 acre site located immediately south of the City of Wheaton's Historic Downtown at the corner of Main Street/Naperville Road and Roosevelt Road. The City is seeking a creative, innovative approach to the redevelopment of the Site that will enhance the Historic Downtown, complement the surrounding residential area, and add lasting value to the entire community.

Background
The City of Wheaton is located approximately 30 miles west of Chicago, Illinois, in DuPage County. Incorporated in 1859, the City is a home rule municipality operating under the Council-Manager form of government. The City of Wheaton offers a full range of services to its residents. The 2000 Census population was 55,416 and the 2006 equalized assessed valuation was $5,878,446,354.

On April 28, 2008, The Mayor and City Council directed City Staff to send out a request for proposals for consulting services regarding the redevelopment of the Hubble Middle School (the "Site") a 22 acre site located immediately south of the City of Wheaton's Historic Downtown at the corner of Main Street/Naperville Road and Roosevelt Road.

The site is becoming available due to the approval of a referendum in February of 2008, which allowed School District 200 to begin work on a new middle school in the City of Warrenville. The Hubble Middle School site will be available for redevelopment in the fall of 2009.

Summary Scope of Work
The consultant ultimately selected for the project will be responsible for the following tasks:

  • Creation of a redevelopment plan and an overall development strategy for the project, including but not limited to the following:
    • Preparation of a Critical Path Outline for the project, including proposed timelines that take into account market timing and the coordination of plans for the redevelopment of the Site.
    • Undertaking and preparing a Market and Site Analysis, including those areas between the Site and the Historic Downtown.
    • Defining issues regarding the character of the project. As part of this task, the consultant will be expected to seek out and stimulate community comment and involvement. In addition, the consultant will assist City staff in presenting the plans to residents, the City Council, other governmental bodies, and other Boards and Commissions as may be necessary.
    • Identifying issues that may impede development of the site (stormwater, floodplain, traffic, soils, infrastructure, etc.) and determine how those issues will be addressed.
  • Analyze the economic feasibility of the project (pro forma financial analysis of project).
  • Develop and prepare (a) a RFQ and/or RFP for a Purchaser/Developer of the Site, and (b) a process for selecting the Purchaser/Developer.
  • Evaluate proposals from prospective Purchasers/Developers, assist in conducting interviews, and participate and assist in the negotiation of a term sheet and redevelopment agreement.

INFRASTRUCTURE FUNDING CHALLENGE
The City of Fort Worth is a pro-growth community. Sustainable, managed growth will continue to be a critical element of its success. However, Fort Worth is not keeping pace with the infrastructure needs of a rapidly increasing population, resulting in a backlog of capacity projects.

OVERVIEW
The City of Fort Worth is soliciting proposals from firms to provide professional economic consulting services associated with the creation of a Study of Development Costs and Infrastructure Funding to identify financing options for capital improvements in City of Fort Worth.

Interested firms are invited to submit proposals for the subject work in accordance with the requirements outlined herein. Based on the stated selection criteria, a single firm will be asked to enter into a formal agreement for the subject services. This solicitation in no way obligates the City to award a contract for the services described herein, nor will the City assume any liability for the costs incurred in the preparation and transmittal of proposals in response to this solicitation.

PROJECT CONCEPT AND STATUS
The City of Fort Worth is experiencing significant development pressure throughout the City. The City of Fort Worth and the Fort Worth Chamber of Commerce are co-sponsoring this study. The City Manager has established an Advisory Committee on Development Costs and Infrastructure Funding to guide this effort and offer recommendations regarding short term and long term funding plan options that will be developed during this work.

The Consultant selected will be asked to identify the impacts associated with development and provide for capital improvements required to increase the capacity in order to facilitate future growth. For purposes of this Request for Proposal only, infrastructure CIP includes arterial roads, bridges, neighborhood street reconstruction, traffic signalization, intersections and government buildings.

The Center for Planning Excellence (CPEX) requests qualifications from multi-disciplinary consultant teams to create an economically-based urban design vision and implementation plan for the next phase of development in Downtown Baton Rouge.

This plan will recommend how new and proposed investments in downtown can be supported and enhanced. This may include planning for specific residential, commercial, mixed use, public space, and infrastructure developments. This next phase should also be based on sound economic research that considers the multiplier effects created by large-scale public and private projects.

The goal is to produce a Downtown Master Plan and Economic Strategy that will lead to quality job creation, increased capital flowing into the community, decreased capital leakage, stimulation of multiplier effects, and the expansion of public assets by:

OEA Funded Defense Diversification Project

The Great Falls Development Authority seeks a multi-disciplinary consultant team to conduct an Office of Economic Adjustment funded Defense Diversification Project for the five county Sweetgrass Regional Development Area in Montana. This project will result in an economic diversification strategy and implementation plan to assist the region in reducing its dependency upon military spending. This project is the result of the military decision to deactivate the 564th Missile Squadron from Malmstrom AFB. Malmstrom is located outside of Great Falls, Montana.

The Philadelphia Industrial Development Corporation (PIDC), working in conjunction with the Philadelphia City Planning Commission and the Philadelphia Department of Commerce, requests a proposal for a consulting team to provide planning, land use economics, and market research services pertaining to industrial land use in the City of Philadelphia. The proposed study will examine current and future industrial land use needs, opportunities, and constraints in Philadelphia, determine the most appropriate and feasible areas, districts, and corridors for industrial use within the city, and present recommendations for the acquisition, zoning, and development of industrial land. The services required will include a study of the economic impact of industrial activity in the city, mapping and analysis of the city's current industrial land and building supply, a detailed market analysis of trends in industrial land use demand, and related recommendations.

Village Center Master Plan

Community Background
The Village of Wilmette is seeking a qualified consultant to assist in the development of a Master Plan for Village's Village Center and West Village Center (collectively the "VC").

The Village of Wilmette is located approximately 16 miles north of downtown Chicago. Wilmette is an affluent and progressive community known for its beautiful lakefront, diverse architecture, tree lined streets, well maintained parks and excellent public and private schools.

The Village extends approximately five miles west from Lake Michigan and is approximately one mile wide. Its municipal neighbors include Evanston and Skokie to the south, Glenview to the west and Kenilworth and Northfield to the north.

Project Background
For several years, the leaders of the Village of Wilmette have wrestled with determining the best way to plan for redevelopment of its VC. Despite numerous scattered conversations, proposals and studies, the Village has never developed a truly comprehensive and integrated plan to redevelop this area.

Given the Village's history in regards to the VC it is clear that any redevelopment in the VC needs to be undertaken as part of a cohesive Master Plan. Because there have been a variety of studies and plans already completed for the VC, the Village is not looking for the Master Plan to start from scratch. Rather the Master Plan should build on the existing research, and define a direction that would guide the Village in all of its VC redevelopment efforts moving forward.

Because of the timing associated with large-scale development, the Village is seeking a Master Plan that will perpetuate beyond current Village elected officials term limits. The Master Plan would necessarily incorporate the feedback of residents, offer financing strategies and involve revisions to the Village Comprehensive Plan and Zoning Ordinance.

While the purview of the Master Plan will include the entire VC, the Village will be seeking multiple concept plans for at least four key sites that theoretically have fewer obstacles to redevelopment. The Village believes that encouraging redevelopment at these four key sites would catalyze surrounding business, create natural market dynamics and encourage future redevelopment in the rest of the VC. Additional sites requiring concept plan treatment may be identified during the Master Plan process.

The Master Plan must also provide clear design and contextual guidelines to VC property owners so that they would have a better understanding of what type of development is desired by the Village if these property owners did decide to pursue redevelopment. These guidelines should be developed with sensitivity to existing design characteristics prevalent in the VC. The recommended guidelines in the Master Plan should be provided in both an illustrated and narrative form ready for adoption into the Village's land use regulations. And, the Master Plan should include other traditional elements including an overall pedestrian and vehicular circulation plan for the VC.

Because more traditional planning approaches have not been successful in bringing about the desired change in the VC, the Village is looking for a consultant with a track record of being innovative and has used non-cookie cutter approaches in completing similar projects.

Submission Requirements
Interested firms or teams shall submit nine (9) original copies and one electronic copy of materials that demonstrate their experience in performing projects of this scale and complexity.

All responses to the RFQ must contain the following information:

  • A general description of the firm and its resources, including number of personnel, location of office(s), approximate annual volume of consulting work performed, and number of years in business.
  • Names and resumes of proposed key staff members who will be assigned to this project.
  • A narrative or other statement by the firm of its qualifications for the proposed Master Plan project. This should include any additional considerations that make the firm well qualified for the Master Plan project as outlined.
  • A brief statement of the availability of key personnel of the firm to undertake the proposed project.
  • List of similar projects completed by the firm within the past five years including the level of implementation that has taken place on the listed projects, the level of public participation, the project completion time and the project cost. Where possible copies of the completed plans should also be submitted.
  • Names and telephone numbers of persons whom the agency can call for references regarding the projects presented in the above "project list".
  • A current rate schedule.

Evaluation Criteria
Responses will be evaluated by the responder's overall experience and qualifications related to the described Master Plan project and the responder's references.

Selection Process
A committee made up of staff and elected/appointed officials will review the responses to the RFQ and develop a short list of qualified firms. At the Village's discretion, interviews may be conducted with each of the firms to discuss the firm's qualifications, resources and availability to provide the services requested.

Based upon the interviews, and/or the response to the RFQ, the selection committee will ask the recommended firms to respond to a Master Plan services request for proposals.

It is expected that the selection committee will meet in early June and that any interviews will be scheduled in mid to late June.

Salt Lake County is soliciting competitive proposals from qualified firms with expertise in multi-disciplinary land use planning consulting services to develop general plans for three distinct unincorporated townships located within Salt Lake County, Utah. These geographic areas are more fully described as the Kearns, Millcreek and Magna Townships.

Consulting Services Needed to Develop a Comprehensive Plan

Introduction
The City of Wilson, North Carolina, a diverse community of approximately 50,000 residents, cordially invites you to submit letters of interest and statements of qualifications relating to development of a Comprehensive Plan for the City. Wilson is seeking to have a sustainable Plan that will provide the guiding vision and policy basis for determining the appropriateness of development or redevelopment over the next 20 years.

Scope of Services

The firm selected will work closely with City staff (one senior planner will be dedicated full-time to the project), the general public, the development community, and various City boards and commissions to provide the final product. The following are examples of desired processes to implement at a minimum:

  • analyze and use as a guide for the Plan applicable information from the following documents (online available at www.wilsonnc.org)
    • Wilson Transportation Improvement Program (2009-2015)
    • Cost of Land Uses Fiscal Impact Analysis (2008)

  • utilize and implement the most current best practices from across NC and the US
  • conduct and lead (or participate in) public input meetings and incorporate findings into development of the draft Comprehensive Plan
  • develop a draft Comprehensive Plan, including a specific Implementation Strategy for review and comment by City staff and the public
  • prepare and present the updated Plan to the Planning Board and City Council for adoption
  • provide final working document in both electronic and hard copy format (suitable for the web and editable).

Deliverables: The consultant will prepare the Comprehensive Plan along with a presentation on its contents. The consultant will be asked to present information regarding the planning process to City boards and committees, local elected officials, and community organizations. These deliverables should be in a format appropriate for inclusion on Wilson's website and for distribution to interested citizens. They should also be in a format that the City could update from time to time. The final format to be negotiated. The City will own the final product.

The final Plan document should be user-friendly and visually oriented to illustrate concepts and alternatives. It must be a Plan that relates specifically to the City of Wilson and its unique character, and it should be an achievable Plan from an implementation perspective, particularly considering economic and market realities. The Plan should have a dual focus: the Center City with issues related to preservation and redevelopment, and how best to manage Growth Areas. It should include specific recommended actions to implement the Plan, including explicit recommendations for the anticipated ordinance overhaul.

Housing Assessment

The City of Blue Ash is located in southwestern Ohio, 12 miles northeast of Cincinnati. The City is 7.7 sq. mi. in area and is populated by 12,689 residents and over 2,000 businesses. Since the turn of the 21st century, Blue Ash's residential districts have essentially been built-out. With few new housing starts, the City Administration has turned its attention from residential development to analysis of current housing stock and future trends. While overall property values remain high, much of the City's older housing stock is not meeting the needs of today's homebuyer in terms of size and layout. Rather, this stock is becoming more attractive to investors for rental opportunities.

General Plan Housing Update

The City of Malibu, California, is inviting proposals for a comprehensive update of the City's General Plan Housing Element. The City is seeking the services of an experienced consultant firm to prepare the Housing Element Update for submission to the California Department of Housing and Community Development (HCD) in accordance with all applicable laws, regulations and statues. Summary Scope of Work
The primary objective in updating the Malibu's Housing Element is to achieve HCD compliance, as well as to develop a Housing Element that can be endorsed by the community and its decision-makers. Due to the lag time since preparation of the last Housing Element, the element will also need to be updated to reflect current conditions in the community, determine City's compliance with Government Code Section 65584.06, as well as, respond to any new issues identified by the new HCD reviewer assigned to the document.

The 2000 census placed the population of Port Royal at 3,950. The 2005 census bureau population estimate is 9,347, making the town one of the fastest growing municipalities in the state. This growth has led to the revitalization of the traditional, historic, mixed-use core; the renovation of historic homes; and residential infill in and around downtown. The town is also regularly expanding its boundaries through annexations.

Avalanche Hazard Study Review

The Town of Ophir is conducting a Request for Proposals for qualified consultants to review an avalanche hazard study report. Kerr Avenue Model Sustainable Community
The City of Urbana, Illinois

The City of Urbana is seeking proposals from developers to build an affordable model sustainable neighborhood on a 3.2 acre site on Kerr Avenue. The result will be a community of owner-occupied homes, duplexes, and townhouses that use substantially less energy than conventional construction, incorporate green approaches to community design, and which are held to an affordable level meeting the needs of families making 80% or below the median family income for the area per HUD guidelines.

Project Overview
The City of Urbana is a progressive, growing community with a population of 37,362 (2000 Census) located in East Central Illinois and is home to the University of Illinois. The City offers a unique mixture of a small, Midwestern town with the amenities typically associated with large, urban cities. The City is seeking an innovative development team to achieve the goal of creating a nationally-recognized sustainable and affordable model infill project. The City intends to transfer the Kerr Avenue site to a qualified developer to build and market 25 to 50 housing units which are affordable to residents earning up to 80% of the area median income and able to meet the qualifications for HUD housing assistance. The goal is for these units to consume 75% less energy than conventional homes and for the development to incorporate a number of sustainable development features, such as the use of innovative stormwater treatment. A market study for the area and a preliminary design study outlining what is possible on the site have recently been completed and are available as part of the RFP. Recommendations from the design study report should be incorporated into the final design. Creative development and construction partnerships are encouraged.

Request for Proposals — Consultant Services

Comprehensive Land Use Plan
Lee County, Alabama
Submittal Deadline: May 23, 2008

Lee County, Alabama, one of the fastest growing counties in the state, is seeking a professional consultant service to develop the county's first comprehensive land-use plan.
With the passage of the authorizing legislation in 2007, Lee County became only the third county in the state of Alabama authorized to develop a planning commission and land-use and zoning regulations.

The county has experienced tremendous growth over the last several years and that trend is expected to continue as BRAC impacts the area due to the county's proximity to Ft. Benning, GA. Lee County not only has several state highways, federal highways and an Interstate traversing the county but is also home to Auburn University and several municipalities including Auburn, Opelika, Smiths Station and portions of Phenix City.

With the growth and development continuing, it is imperative the county have a plan to deal with not only current issues but future ones as well.

The focus of the comprehensive plan should include the areas of:

  • Transportation
  • Housing
  • Conservation and natural resources
  • Open space and recreation
  • Economic development
  • Intergovernmental coordination
  • Community and cultural facilities
  • Community design
  • Historic preservation
  • Implementation
