Bio: Jeffrey Tumlin is an owner and sustainability practice leader of Nelson\Nygaard Consulting Associates, a San Francisco-based transportation planning and engineering firm that focuses on sustainable mobility. Over the past 19 years, he has led station area, downtown, citywide, and campus plans, and delivered various lectures and classes, in 20 U.S. states and five other countries. His major development projects have succeeded in reducing their traffic and CO2 emissions by as much as 40%, and accommodated many millions of square feet of growth with no net increase in motor vehicle traffic. These projects have won awards from the General Services Administration, American Planning Association, American Society of Landscape Architects, Congress for the New Urbanism, and Urban Land Institute.

Bio: Gwynne Pugh is the Principal at Gwynne Pugh Urban Studio, a firm focused on urban design, architecture, and consulting. Gwynne has far-reaching experience working with local community groups and public and private agencies, currently serving as a Peer Review Consultant to the City of Carson, City of Los Angeles, and Getty Conservation Institute. He provided urban design services for two future Crenshaw Light Rail lines that will run through the City of Inglewood. Gwynne is past Chair of the Santa Monica Planning Commission, which under his watch undertook the Land Use & Circulation Element update in order to generate a new code for the City that will encourage design excellence in future developments and provide public benefits to the community. Currently, he is a Director on the AIA/LA Board.

Bio: Francie Stefan is the Strategic & Transportation Planning Manager for the City of Santa Monica. She is currently implementing Santa Monica’s award-winning sustainable Land Use and Circulation Element through Expo Light Rail station area planning, transportation demand management districts, bicycle facilities and programs, and standards for people-oriented buildings and public spaces. The work engages private development, employers and public partners in building healthier, more accessible communities that support walking, bicycling, transit and alternative vehicle solutions. Previously, she led the creation of West Hollywood’s Green Building Program, and worked on Los Angeles County’s first Bus Rapid Transit corridor with Gruen Associates. She serves on the boards of the Westside Urban Forum, and the Los Angeles Forum for Urban Design and Architecture.
Education: Master’s degree in Urban Planning from UCLA, and a Bachelor of Science in Geography from the University of Minnesota, Twin Cities.
