Bio: Jim Schwab is senior research associate and manager of the Hazards Planning Research Center at the American Planning Association. He also serves as co-editor of Zoning Practice. He has managed numerous major APA sponsored research projects producing training or research related to hazards and environmental planning. As adjunct professor, he also teaches a course on disaster planning for the University of Iowa School of Urban and Regional Planning.

Bio: Ken Topping, FAICP, is president, Topping Associates International of Cambria, California, lecturer with the City and Regional Planning Department of California Polytechnic State University-San Luis Obispo (Cal Poly-SLO), project director for the 2010 State Hazard Mitigation Plan prepared by Cal Poly for the California Emergency Management Agency (Cal EMA), co-principal investigator for the California Climate Adaptation Policy Guide and California Vital Infrastructure Vulnerability Assessment (Cal VIVA) projects prepared by Cal Poly for Cal EMA, and is also a planning commissioner with San Luis Obispo County. Ken was formerly planning director of the City of Los Angeles (1986-1990), principal of Topping Jaquess Consultants (1991-1997), general manager of the Cambria Community Services District (1997-2001), California, visiting professor at the Disaster Prevention Research Institute, Kyoto University (2002-2004), Japan, as well as and planning director and deputy administrator for development services at San Bernardino County (1973-1986). Ken is recognized internationally for work integrating city planning with safety and sustainability. He has advised on hazard mitigation and disaster recovery initiatives in Australia, China, Korea, the Philippines, Taiwan, Japan, as well as the United States and Canada.
